WAUSEON CITY COUNCIL MEETING
Monday, November 21, 2005 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel.
Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.
Present were Council President Krumm, Councilors Garvin, Shaw, Hite, Stiriz and Huner.
APPROVAL OF PRIOR MEETINGS’ MINUTES
Council President Krumm made a motion and seconded by Councilor Hite to approve the
previous meetings’ minutes.

COMMITTEE REPORTS
Finance
Council President Krumm said the Finance Committee met on November 9, 2006, to review
the budget that the Mayor presented to us for consideration. After some changes, the
committee recommended the budget be presented for first reading at this Council meeting.
Tree Commission
Councilor Hite said that the Tree Commission has met with the newspaper about getting some
information out to the public for educational purposes. We are in the process of doing that.
A letter was sent to Joe Cruz, at 451 Ottokee St. about removing some dead trees on his property.
We were also going to have Carrie Nixon follow-up and send a second letter to him. Carrie Nixon,
Director of Law, said that she did send a letter to Mr. Cruz and he contacted her and related to her
that he has made arrangements to have the trees taken down next week.
Councilor Hite said the Tree Commission will be getting prices for a full body carving of an Indian
Chief; one price will be for a detailed carving and the other one for a rough cut carving
Councilor Hite said the Tree Commission met with representatives from Toledo Edison about their
trimming methods. While Toledo Edison is trimming the tree, the property owner can request at
that time to have them take the entire tree down. They trim trees every four years. They
trim in the “V” cut style because that is better for the tree. They will only trim the limbs that
are closest to the wire. They do not cut dead limbs that are on a tree if they don’t touch the wires.
Gary Keyes, Toledo Edison, said if there are complaints, please direct them to him.
The FFA has a sign they want to put up. They are asking for assistance in buying the materials to
put up the sign.
We have begun taking pictures for the 2007 Tree City Awards presentation. Rick Frey presented
a list of trees that are planned to be cut down. The Tree Commission talked about Glenwood Ave.
ext. We are going to work with the Rotary about the different type of tree plantings at Dorothy
Biddle Park. The high school is working on a Tree Commission logo for us.
Park Board
Councilor Huner said it was announced that Marleen Roth will be resigning from the Park Board.
They discussed the 2006 budget. They discussed the Christmas decorating at South Park. Soccer
fields were being repaired by Jack Hallet and Larry Frey. They have put in a lot of work in the
soccer fields.
Councilor Garvin made a motion and seconded by Councilor Shaw to accept the committee’s report.

DEPARTMENT HEAD REPORTS
Steve Brown, Regional Planning Director
Mr. Brown said that he wants to compliment how well the Christmas decorations look.
We have received a lot of comments at the courthouse and county administration building
on how nice it looks. We have been busy with a number of lot splits in town. We have
been working on subdivision regulations for the county. The grant was not funded for the
bikeway trail. It will go into next year’s funding. They had 80 applications and only
funded 14 projects. Issue I was approved. The Issue II funding will continue for the
next ten years.
Marv Wheeler, Fire Chief
Chief Wheeler said that there will be a motion later on this evening for authorization to
apply for the second round of the Fire Fighter Assistance grant. This grant pays for
training. The bids for the new aerial apparatus will be advertised very soon.
Keith Torbet, Police Chief
Chief Torbet said the application for the Edward Bryne grant was denied. We had applied
for a radio equipment upgrade. There was a several million dollar cut in the program. He
does have applications still pending for two other grants and he will continue to look for more.
Dennis Richardson, Director of Public Service
Mr. Richardson said that we had a final walk through inspection of Glenwood Avenue on
November 17, 2005. There are very few problems and some of those will need to wait until
spring. All in all, Underground Utilities did a very nice job for us.
The Water Treatment Plant project continues. The Public Works employees are concentrating
on leaf pickup right now and putting up Christmas decorations.
Jon Schamp, Director of Finance
Mr. Schamp said the 2004 audit has been completed. The 2006 budget has been completed
and is now under consideration for council. He has been working on the quotes for the liability
insurance. The policy expires on December 4, 2005 and a meeting will need to be scheduled to
renew the insurance before that date.
Carrie Nixon, Director of Law
Ms. Nixon said she has received the plat from Dave Maxson regarding the right of way off of
Shoop Ave. by Nebraska Industries. Carrie Nixon said she has some additional research to
do and when that is completed she will be ready to present to committee for their recommendation.
FIRST READING OF LEGISLATION OR EMERGENCY
Mayor Dehnbostel read out loud by title the following legislation presented for first reading
or emergency.
Councilor Hite inquired if the lighting for downtown is in the budget. Mayor Dehnbostel said
that it is. Dublin, Ohio has the lighting we are interested in and he would like to go down there
and take a look at it. He would also like the Street Committee to evaluate and contact Dublin to
see if they are happy with what they had gotten.
Annual Appropriation Ordinance
Ordinance 2005-27 – Annual Appropriation Ordinance for Fiscal Year Ending December 31, 2006
Councilor Huner made a motion and seconded by Councilor Stiriz to place Ordinance 2005-27
on first reading and that the first reading be passed.

Employees’ Christmas Gift
Motion made by Council President Krumm and seconded by Councilor Shaw to give each
full-time employee and all appointed and contacted department heads a $25.00 Chamber
of Commerce gift certificate. The cost of such certificates to be paid from the respective
department’s benefits accounts.

2006 Schedule of Council Meetings
Motion made by Councilor Stiriz and seconded by Councilor Garvin to accept the 2006
Schedule of Council Meetings.

Fire Fighter Assistance Grant
Motion made by Councilor Hite and seconded by Councilor Huner to authorize the Mayor or
his designee to make application for the Fire Fighter Assistance Grant and to execute any
and all documents necessary to participate in the grant program.

2006 Ohio Municipal League – Membership Dues – Jan-Dec, 2006
Motion made by Council President Krumm and seconded by Councilor Shaw to authorize the
Director of Finance to pay the 2006 Membership dues for the Ohio Municipal League in the
amount of $1,175 for total dues and legal advocacy fund and such to be taken out of Account 101.702.52200.

Ribbon Cutting - Glenwood Avenue, Banister Drive and Wagner Drive Street Opening
Mayor Dehnbostel announced that there will be a ribbon cutting and grand opening of Glenwood
Avenue, Banister Drive and Wagner Drive on Saturday, December 3, 2005 at 12:00 p.m. He
invited everyone to attend.
