WAUSEON CITY COUNCIL MEETING
Monday, January 16, 2006 at 5:00 P.M.


This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel.
Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.
Present were Council President Stiriz, Councilors Garvin, Shaw, Mathews, and Krumm. Councilor Huner
was absent.

APPROVAL OF PRIOR MEETINGS’ MINUTES

Councilor Garvin made a motion and seconded by Councilor Mathews to approve the previous
meetings’ minutes.

NAMES OF INDIVIDUALS WISHING TO ADDRESS COUNCIL AND TOPIC
Lieut. Rob Reinhart, U.S. Coast Guard – Certificate of Appreciation to Ken Blankenship,
Wauseon Police Department and Ana (police canine)

Lieut. Reinhart, said he is representing the Commanding Officer for the Marine Safety Unit in Toledo, Ohio.
Last summer the unit increased their involvement with local law enforcement and canine units. He read
out loud a letter from R.C. Proctor, Commanding Officer. He thanked Officer Blankenship and Ana for
the outstanding cooperation of the Wauseon Police Department in support of Coast Guard Marine Safety
in Toledo’s Homeland Security Mission from April to November, 2005. Officer Blankenship and Ana
assisted in searching vessels along with other agencies to detect narcotics reaching the local area. Given
the difficulty in detecting illegal activity aboard large freighters, their assistance led to a shorter boarding
time while giving the Coast Guard officers a much needed asset for maximum coverage. Officers
Blankenship’s commitment and call to duty, allowed the building of relationships for success between
local, state and federal law enforcement agencies. Lieut. Reinhart then presented Officer Blankenship
with the Certificate of Appreciation. Mayor and Council offered their thanks and congratulations for this
commendation.

Officer Robert McDonald II – Life Saving Medal

Chief Torbet said last December, 2005, the Police Department had their awards banquet for the Police
Department, however, Officer McDonald could not attend, so he is making this presentation before council.

Chief Torbet said that on two separate occasions in 2005, Officer McDonald’s direct action resulted in the
successful resuscitation of both Raymond Eberly and Bobbie Hensley. Without the action of Officer McDonald
and his fellow officers, both of these individuals would have succumbed from their injuries. Officer McDonald
stands as a shining example of courage and dedication of the officers of the Wauseon Police Department.
Chief Torbet then presented Officer McDonald the Life Safety Medal. Mayor and Council offered their thanks
and congratulations for this commendation.

Shawn Ferguson, Fulton County Economic Direction – Fulton County Economic Update

Mr. Ferguson said he is visiting other villages, city councils, township trustees to give them an update on
economic development activities. Mr. Ferguson feels there is good economic development activity
going on in Wauseon right now. We have been fortunate with companies investing in town. What we
have created in this economy is some disposable income. Lot of that income was going out of this area.
Within the last three years, you have seen a lot of those dollars staying here in the community. There
is a lot of good housing activity. There is opportunity to attract additional residents.

Mr. Ferguson distributed to meeting members a copy of a report explaining the tax law changes under House
Bill 66. One of the things that occurred in this bill is the elimination or eventual phase out of taxation on
tangible personal property which is machinery, equipment and inventory. Historically, the State of Ohio has
not been competitive because of that issue. What this means is we no longer have personal property taxes
on new investment. What they did was changed the tax burden from investment to consumption.

Wauseon has good product with the expansion of Glenwood Ave, an outstanding commercial product.
He will like to work with the city on how we market that area.

Mr. Ferguson said that the county has been working very diligently at looking at what our technology
infrastructure looks like. This is something that needs to be looked at and talked about.

Mayor Dehnbostel thanked Mr. Ferguson for coming. He also thanked Mr. Ferguson and his staff for all
that they have done for us. The Economic Development Office is playing a huge part of what we are
seeing happening in Wauseon right now.

Councilor Shaw made a motion and seconded by Councilor Krumm to accept the council
committees as presented:

The minutes of the January 10th Park Board meeting was distributed to council in their
packets.

Councilor Mathews made a motion and seconded by Council President Stiriz to accept the
report as submitted.

DEPARTMENT HEAD REPORTS

Marv Wheeler, Fire Chief

Chief Wheeler said he is working on the year end report. Last year we were up 55 runs
over the previous year. We had 975 runs compared to 820 the year before. Last week we
started five people in the 120 hours Transition Course which will take then to the 240
Professional Fire Fighter certification in the state. Chief Wheeler said that he and Fred Allen,
Assistant Chief, will be attending a seminar on the new 2005 Ohio Fire Code.

Keith Torbet, Police Chief

Chief Torbet said he distributed to Council an abbreviated version of his year end report.
The calls were pretty much the same in 2005 compared to 2004. We had over 5,000 calls
for service. The Police Department has been awarded a $15,000 grant for computer equipment.
Our cost is $3,800 for $15,000 worth of equipment. He has almost completed the
requirements for certification as a Certified Law Enforcement Executive. He should be graduating
next month.

Tom Hall, Code Administrator

Mr. Hall said he distributed to Council a report for December, 2005. He said that 12 new home
permits were taken out in December which is a good indicator. He will be attending the
State Conference for Building Officials in February in Canton, Ohio. They will be reviewing the
new residential code.

Dennis Richardson, Director of Public Service

Mr. Richardson said the resolution before council tonight is regarding the Booth Detention project.
This project has been discussed in the past but to contact him if council has any questions later.

Jon Schamp, Director of Finance

Mr. Schamp said that the majority of his reports were distributed to Council at the last meeting and he
had no new reports to report on.

FIRST READING OF LEGISLATION OR EMERGENCY

Mayor Dehnbostel read out loud by title the following legislation presented for first reading or emergency:

Resolution 2006-1 - Authorizing the Mayor to Advertise for Bids for the Booth Water Detention Pond;
Directing the Mayor to Recommend the Lowest and Best Bidder to Council; and Authorizing the Mayor to
Enter into an Agreement with the Lowest and Best Bidder
Council President Stiriz made a motion and seconded by Councilor Garvin to place Resolution 2006-1 on
first reading and that the first reading be passed.
Vote: 5 Yeas – 0 Nays First Reading Passes

SECOND READING OF LEGISLATION

There was no legislation presented for second reading.

THIRD READING OF LEGISLATION

There was no legislation presented for third reading.

ADJOURNMENT
There being no further business to come before this session of the Wauseon City Council, Mayor Dehnbostel
asked for a motion to adjourn. Councilor Krumm made a motion and seconded by Councilor Mathews to
adjourn this meeting at 5:30 p.m.
