WAUSEON CITY COUNCIL MEETING
Monday, May 1, 2006 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel. Following
the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council. Present were
Council President Stiriz, Councilors Garvin, Krumm, Huner, and Mathews. Councilor Shaw was absent.
APPROVAL OF PRIOR MEETINGS MINUTES
Councilor Garvin made a motion and seconded by Councilor Mathews to approve the previous meetings
minutes. VOTE: 5 Yeas - 0 Nays MOTION CARRIES
Annual Joint Meeting Between City Council and Clinton Township Trustees
This is the annual joint meeting of the Wauseon City Council and the Clinton Township
Trustees to elect a board member to the Wauseon Union Cemetery for the term beginning
January 2, 2007 to January 1, 2010.
Roll was taken by the Clerk of Council. Present were Council Members, Stiriz, Mathews,
Garvin, Huner, Krumm and Clinton Township Trustees Hite and Richer. Clinton Township
Trustee Neuenschwander and Councilor Shaw were absent.
Clinton Township Trustee Hite made a motion and seconded by Councilor Huner to
reappoint Robert Krumm to the Wauseon Union Cemetery Board for the term January 2, 2007
to January 1, 2010.
Vote: Krumm-Yea; Mathews-Yea; Garvin-Yea; Huner-Yea; Stiriz-Yea; Hite-Yea; Richer-Yea

Councilor President Stiriz made a motion and seconded by Clinton Township Trustee Hite

COMMITTEE REPORTS
Building and Grounds
Councilor Huner said the committee discussed the condition of the Depot Building roof. The
roof has been leaking and needs to be replaced. The committee discussed what type of roof
to put on. The shingle we discussed is supposed to last 50 years but it is more expensive than
the normal shingle you would put on. The committee said once they receive quotes they will
meet again and discuss.
DEPARTMENT HEAD REPORTS
Steve Brown, Regional Planning Director
Mr. Brown said that he has been looking for a grant for the Depot Building roof but it is very
difficult to find anything but he will still keep looking. Mr. Brown said that the Revolving Loan
Fund Committees of the City and County met jointly to approve a $100,000 loan for Ace Hardware
for expansion of inventory. The City and Council will be loaning $50,000 each. Ace Hardware
is expanding into the commercial, industrial, and farming sector.
Marv Wheeler, Fire Chief
Chief Wheeler said last week the Citizens Action Core had their training at our station. About 15-16
people participated. Chief Wheeler said he will be attending the fireworks update that is put on by
the state each year. Chief Wheeler reported on some upcoming drills that are coming up.
Tom Hall, Code Administrator
Mr. Hall reported on the number of permits processed last month. Mr. Hall explained that he has
been appointed to the Code Change Committee for the International Property Maintenance and Zoning
Changes of the International Code Council. Its an 18 month appointment to December, 2007. They
will pay for the travel. Mr. Hall explained that House Bill 175 was passed last year that made a state
wide Residential Building Code. Part of the process with the Board of Building Standards is that we have
to make application to them for certification. Ordinance 2006-10 presented at this meeting is for certification
of the City of Wauseon for enforcement of the Residential Code of Ohio.
Jon Schamp, Director of Finance
Mr. Schamp said that he distributed the financial reports for the month of April. He said that revenue is
up compared to this time last year.
Carrie Nixon, Director of Law
Ms. Nixon said that the Village of McClure has passed their ordinance for Zoning Inspection Services
and approved the contract. The resolution for the city to enter into a contract with the Village of McClure is
presented at this meeting.
Mayor Dehnbostel Tax Expenditure Limits
Mayor Dehnbostel asked council to read the proposed changes in the statewide ballot regarding Tax
Expenditure Limits (TEL), State Issue I. The changes are problematic for municipal and local governments.
There are major concerns with these changes which could adversely affect us.

NEW BUSINESS
Alley between Vine, Lincoln, Superior and W. Park
Council President Stiriz said there are two alleys on this block. A resident is asking that the alley
that is closest to Vine St. be closed. There was discussion about whether the alley was already vacated.
Mayor Dehnbostel asked the Clerk of Council to check on this.
Leaves
Council President Stiriz said that there are a lot of leaves that are left over from last year. Some residents
may not have the means to pick them up. Leaf pickup has stopped until fall. Mayor Dehnbostel said that
a volunteer organization may be able to help out. Hell also talk with the Public Service Director about this.
Monthly Reports
The month-to-date bank report, month-to-date fund report, month-to-date revenue report for April, 2006
and YTD Gross Income Tax Receipts report was distributed to Council.
