Minutes of Wauseon City Council Meeting
Held June 5, 2006
WAUSEON CITY COUNCIL MEETING
Monday, June 5, 2006 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayer
Dehnbostel. Following the Pledge of Allegiance and moment of silence, roll was
called by the Clerk of Council. Present were Council President Stiriz, Councilors
Garvin, Krumm, Huner, Shaw, and Mathews.
APPROVAL OF PRIOR MEETINGS' MINUTES
Councilor Krumm made a motion and seconded by Councilor Garvin to approve the
previous meetings' minutes. VOTE: 6 Yeas - 0 Nays MOTION CARRIES
COMMITTEE REPORTS
Building and Grounds
Counsilor Huner reported that the Building and Grounds committee recommended
to replace the Depot Roof building. They received two quotes. They will have
Gene Vanderbunt recommend the type of shingles for the roof.
Finance
Councilor Garvin said the committee discussed the financing for the Depot Roof
project. Jon Schamp recommended to the committee to transfer money out of
the Booth Detention line item to Depot Roof line item account and the committee
decided to go with that. There is a motion later in this meeting for that. Jon
Schamp also reported to the committee that the first payment and interest for the
Glenwood Avenue note renewal is due December 1, 2006.
Tree Commission
Councilor Mathews reported that a tree will be planted in South Park in
appreciation for Ivan Hite serving on the Tree Commission. There was discussion
about having memorial bricks placed by previous Arbor Day trees that were
planted. A plaque will be ordered for the Chief Wauseon Indian carving. The
Tree Commission discussed some hazardous trees. Letters will be sent to the
owners. The Tree Commission discussed planting trees on Leggett St. The Tree
Commission discussed the upcoming Tree City USA to be held next year. The
commission discussed plans for that event.
Counsilor Huner made a motion and seconded by Counsilor Krumm to accept the
committies' reports. Vote: 6 Yeas 0 Nays Motion Carries
DEPARTMENT HEAD REPORTS
Steve Brown, Regional Planning Director
Mr. Brown said he has been looking for grants that can be used for city projects.
Mary Wheeler, Fire Chief
Chief Wheeler said that flow testing has been done on different hydrants in town.
He will be participating in a Disaster Drill that will be held, Saturday,
June 17, 2006.

Keith Torbet, Police Chief
Chief Torbet said that his officers participated in a simulation exercise last week.
It provided training techniques in locating and subduing armed suspects. The 1st
phase of Safety City has been completed. We have 7-10 applicants who have
enrolled for the Youth Police Academy. We can take a maximum of 15 for the
class. The class is for junior high to high school students.
Tom Hall, Code Administrator
Mr. Hall said some residents are installing the 24" inflatable pools. Pool permits
are required for this type of pool also. There technically needs to be fence
around it for safety reasons.
Dennis Richardson, Director of Public Service
Mr. Richardson said the Booth Detention project has been delayed due to the wet
weather. The Water Treatment Project is doing well. We had the final meeting
on the Glenwood North extension on May 24, 2006. We opened the 2006 Hot
Asphalt Paving bids and Henry W. Bergman, Inc., was the low bidder. We also
opened bids for the CDBG grant to purchase water line materials. The low bidder
was Underground Pipe. He will be contacting the contractor to begin the Depot
Building roof project.

Mr. Schamp said he distributed the May, 2006 financial reports and Income Tax
report. The 2005 audit is underway.
Carrie Nixon. Director of Law
Ms. Nixon said she has been working on various miscellaneous matters.
Jerry Dehnbostel, Mayor
Mayor Dehnbostel said that a resident has requested that the speed limit be
reduced to 55 mph on Orth Rd. The speed limit is 35 on the north side because
is is in the city. On the south side it is the county's jurisdiction and the speed
limit is 55. We have no jurisdiction on the south side. He drove by there and
say that there was no 35 mph sign so we are going ahead to get a 35 mph sign
placed between Burr Rd. and Shoop on the south side.
FIRST READING OF LEGISLATION OR EMERGENCY
Mayor Dehnbostel read out loudly by title the following legislation presented for
first reading:
Vacate Alley - Between Lincoln and Superior and Vine and Park
Streets ( first alley East of Vine Street)
Ordinance 2006-13 - Vacating the Alley that Runs North and South between
Lincoln Street and Superior Street in the block Between Lincoln Street, Vine
Street, Superior Street and Park Street in Livermore and Munns Addition.
Councilor Huner made a motion and seconded by Council President Stiriz to place
Ordinance 2006-13 on first reading and that the first reading be passed.

Ordinance 2006-11 - Amending Section 1144.09 of the Codified Ordinances
of the City of Wauseon
Councilor Mathews made a motion and seconded by Council Shaw to place
Ordinance 2006-11 on third reading and that the third reading be passed.
Vote: 6 Yeas - 0 Nays Ordinance 2006-11 Passes and is in Effect in 30
Days - July 5, 2006

NEW BUSINESS
Monthly Reports
The month-to-date bank report, month-to-date fund report, month-to-date
revenue report for May, 2006 and YTD Gross Income Tax Receipts report was
distributed to Council.
Hire One (1) Temporary Full Time Police Officer
Chief Torbet explained that he is requesting to hire one temporary full-time
officer for a period time not to exceed six months. Lieutenant Bingham has been
off work except for three weeks since the first of the year. Lieutenant
Bingham may be released to return to work in a couple of weeks but he is not
certain that will happen. This will prevent using up the maximum allowable
hours for the part-time officers.
Motion made by Councilor Krumm and seconded by Councilor Garvin to
authorize the Chief of Police to hire one temporary full time officer for a
period not to exceed six months at a rate of pay equal to the starting wage for
police officers in the City.
Vote: 6 Yeas - 0 Nays Motion Carries

Reallocate $20,000 for a New Roof at the Wauseon Depot Building
Motion made by Council President Stiriz and seconded by Councilor Huner to
authorize the Director of Finance to reallocate $20,000 from the Capital
Income Tax account entitled Booth Detention Pond (403.505.52510) to the
Capital Income Tax account entitled Depot Roof (403.705.52510).
Vote: 6 Yeas - 0 Nays Motion Carries
Lisa Smith - Charter Revision Commission
Mayor Dehnbostel asked for a motion to accept the reappointment of Lisa
Smith to the Charter Revision Commission.
Motion made by Council President Stiriz and seconded by Councilor Mathews
to accept the reappointment of Lisa Smith to the Charter Revision Commission
for the three year term from July 1, 2006 to July 30, 2009.
Vote: 6 Yeas - 0 Nays Motion Carries
APPROVAL OF BILLS
Motion made by Councilor Huner and seconded by Council President Stiriz to
approve and pay the bills as presented

Council, Mayor Dehnbostel asked for a motion to adjourn. Councilor Huner made
