WAUSEON CITY COUNCIL MEETING
Monday, July 17, 2006 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel.
Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.
Present were Council President Stiriz, Councilors Garvin, Krumm, Huner, Shaw and Mathews.
APPROVAL OF PRIOR MEETINGS’ MINUTES
Councilor Garvin made a motion and seconded by Councilor Huner to approve the previous
meetings’ minutes.
VOTE: 6 Yeas – 0 Nays MOTION CARRIES
NAMES OF INDIVIDUALS WISHING TO ADDRESS
COUNCIL AND TOPIC
Carl Hill - Flooding from Recent Storms
Mr. Hill, Hill Manufacturing, said that his business has been flooded twice in the last week
due to the recent rains. There is a 30” culvert that connects from the north side of the
ditch that connects to the 12” line that goes under the buildings of CDD and Hill Manufacturing.
The buildings were built on the Old Mill pond. He said all that water has to go through the 12” line.
The 30” culvert goes back to the 1800’s. He said that two miles of railroad gets drained into
that pond. Mr. Smith said he lost two days of production because of this. Two days were spent
by his employees pumping water out of the building. We shouldn’t have to pump it out of our
buildings.
Mayor Dehnbostel said that he drove by the site and saw what Mr. Hill was talking about.
He said that he will schedule a meeting with Mr. Hill, representatives from CDD and Dennis
Richardson to get this issue solved.
Jennifer Sager
Ms. Sager, 218 S. Franklin St. said that the recent rains caused sewage backup in her basement.
She has mold now in her basement. She can handle water but when its sewage it’s another
matter. She talked to both of her neighbors and they had water. She doesn’t have a sump pump.
The backyards were flooded too. She has done everything, but she still has a mess.
She wanted to voice her concerns.
COMMITTEE REPORTS
Tree Commission
Councilor Mathews reported on the July 13, 2006 Tree Commission meeting. The commission
presented Ivan Hite with a plaque at South Park that will be placed under the new tree planted
in appreciation for his years of service.
There was a phone number mistake on the Memorial brochures. This will be corrected with an overlay.
The commission discussed the cost for a Memorial tree. A plaque will be ordered for the Chief
Wauseon carving.
DEPARTMENT HEAD REPORTS
Steve Brown, Regional Planning Director
Mr. Brown said as the County Flood Plain Administrator, he drove throughout the county to
document flooding in the county caused by the recent storms. There was much flooding
and water over the roads. He told the Mayor and Council of recent meetings coming up that
they may wish to attend. He said the Tax Incentive Review Council met and there will be
a couple changes with the contract with Wauseon Machine. The School Board will have to sign
off on that.
Marv Wheeler, Fire Chief
Chief Wheeler said that the Wauseon Homecoming went smoothly and there were no problems.
Tom Hall Code Administrator
Mr. Hall said that the first phase of the sidewalk project will begin next week. Tree
damaged sidewalks and sidewalk completion of the north end of Shoop Ave will be
worked on. We will also need to evaluate the area by the old drive-in, the drains and
best place to put a sidewalk.
Keith Torbet, Police Chief
Chief Torbet said the Wauseon Homecoming went well with a few minor problems.
He will be meeting with the Mayor and Dennis Richardson on the placement of the radio towers.
Jon Schamp, Finance Director
Mr. Schamp said the 2005 audit is going well. Income tax receipts are up 18%.
Carrie Nixon, Director of Law
Ms. Nixon said that she has been working on various miscellaneous matters.
Jerry Dehnbostel, Mayor
He thanked the Homecoming Committee and the Cultural Fest Committee for putting on
another great festival for us this year. It is his understanding that the Cultural Fest
plans on participating again next year.
FIRST READING OF LEGISLATION OR EMERGENCY
Mayor Dehnbostel read out loud by title the following legislation presented for first
reading:
502 N. Fulton St. – Change Zoning from R3 (Single Family Residential) to B1
(Local Business District)
Ordinance 2006-15 – Rezoning Certain Portions of the City of Wauseon Administrative
Offices
Councilor Huner made a motion and seconded by Councilor Mathews to place Ordinance
2006-15 on first reading and that the first reading be passed.
Vote: 5 Yeas – 1 Abstain (Garvin) 0 Nays First Reading Passes
SECOND READING OF LEGISLATION
There was no legislation presented for second reading.
THIRD READING OF LEGISLATION

APPROVAL OF BILLS
Motion made by Councilor Huner and seconded by Council President Stiriz to
approve and pay the bills as presented:
