WAUSEON CITY COUNCIL MEETING
Tuesday, September 5, 2006 at 5:00 P.M.


This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel.
Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.
Present were Council President Stiriz, Councilors Krumm, Huner, Shaw and Mathews. Councilor
Garvin was absent.

APPROVAL OF PRIOR MEETINGS’ MINUTES

Councilor Mathews made a motion and seconded by Councilor Shaw to approve the previous
meetings’ minutes.
VOTE: 5 Yeas – 0 Nays MOTION CARRIES

Schedule Public Hearing

Mayor Dehnbostel said that on the agenda there is a motion to schedule a public hearing for the placement
of a new section in the Zoning Ordinance called Corridor Overlay District. He would like that tabled for the
time being until the Law Director has a chance to review it.

Councilor Krumm made a motion and seconded by Councilor Huner to table the scheduling of the public
hearing in regards to the Corridor Overlay District until the Law Director has reviewed the changes to the
Zoning Ordinance.
Vote: 5 Yeas – 0 Nays Motion Carries

COMMITTEE REPORTS

Building and Grounds

Councilor Huner said the committee discussed possibilities for next year’s budget and different things we
can do to spruce up the downtown area. The trash bins and benches are showing wear. We discussed
different options and prices. The committee said they admired hanging baskets in another town that are
beautiful and would like to consider something similar to get some color downtown for next year. We
do want to meet with the Pride Preservation and Design Review Board to discuss what we want to do and
get their input also.

The committee also discussed the radio tower that Futronics wants to place at the Public Works garage.
Chief Torbet told the committee that a site survey needs to be done first. The estimated cost for the site
survey is between $600-$1,000. The committee recommended to go forward with the site survey.

Personnel

Council President Stiriz said the committee discussed the Internet and cell phone policy which was vague before.
If it was misused we could have disciplinary actions if needed. Council President Stiriz asked if council had time
to review it. Some of the council members said they had not reviewed it as yet.

Finance

Council President Stiriz said the Finance Committee met regarding renovations at the Family Justice Center.
Chief Torbet then interjected to explain to Council what the renovations are for. He said that the City signed
on as a partner with the Family Justice Center two years ago. Our detective and polygraph will be housed
there as well as some security upgrades. Three of the rooms will be utilized by the Police Department.
Council President Stiriz said the committee recommended $10,000 be allocated towards this project.

Motion for approval of the committee reports

Council President Stiriz asked that the recommendations of the Personnel Committee be held off until all of
Council had a chance to review.

Councilor Krumm made a motion and seconded by Councilor Mathews to accept the Finance and Building and
Grounds committees’ recommendations.
Vote: 5 Yeas – 0 Nays Motion Carries

DEPARTMENT HEAD REPORTS

Steve Brown, Regional Planning Director

Mr. Brown said he had no reports for this meeting.

Galen Chamberlain, Captain, Fire Department

Captain Chamberlain said that we will be going to Wisconsin on
September 25, 2006 to inspect the truck and if it meets inspection, we will be bringing it back on September 26, 2006.
Captain Chamberlain passed out pictures of the new truck. The old ladder truck has been sold to the Whitehouse Fire
Department for $65,000. The new tanker is scheduled for delivery in mid October. The Clinton Township Trustees
hopefully will have a solid prospect for the purchase of the old tanker.

Keith Torbet, Police Chief

Chief Torbet said that next week, Pat Kauzmaul, Records Technician, has volunteered to go to second shift. Her hours
will be from 3:00 to 11:30 p.m. So from Monday to Friday there will be somebody in the office from 7:30 a.m. to
11:30 p.m. We have left it up to her to see how it goes. If it is something that is needed and she agrees to it, it may
be something permanent.

Tom Hall, Code Administrator

Mr. Hall said that he received an official thank you from the Bikeway Conservatory thanking us for the water stop we
had for the bike ride on August 12, 2006. Mr. Hall said that the sidewalk project should be completed within two
weeks for Shoop Ave. and tree damaged sidewalks.




Dennis Richardson, Director of Public Service

Mr. Richardson said that asphalt project is now underway. Underground Utilities is continuing to work on the Booth Pond.
The Public Works employees are continuing to work on the water line replacement.

Carrie Nixon, Director of Law

Ms. Nixon said she had no reports for this meeting.

FIRST READING OF LEGISLATION OR EMERGENCY

There was no legislation presented for first reading.

SECOND READING OF LEGISLATION

There was no legislation presented for second reading.

THIRD READING OF LEGISLATION

Mayor Dehnbostel read out loud by title the following legislation presented for third reading:

Wauseon Machine, Amendment to Ohio Enterprise Agreement

Resolution 2006-9 – Amending the Agreement by and Between the City of Wauseon and Wauseon Machine
Dated January 27, 2006, Approved by Resolution Number 2004-33

Councilor Huner made a motion and seconded by Councilor Mathews to place Resolution 2006-9 on third reading
and that the third reading be passed.
Vote: 4 Yeas – 1 Abstain (Stiriz) 0 Nays Resolution 2006-9 Passes and is in Effect in 30 Days – October 5, 2006

NEW BUSINESS

Renovations of the Family Justice Center’s Building

Motion made by Council President Stiriz and seconded by Councilor Krumm to authorize the Director of Finance to
reallocate $10,000 from the General Fund account entitled Contingencies (101.998.52750) to the General Fund
account entitled Police – Capital (101.101.52500).
Vote: 5 Yeas – 0 Nays Motion Carries

Schedule Halloween Trick or Treat

Councilor Huner made a motion and seconded by Council President Stiriz to schedule Halloween Trick or Treat
for Tuesday, October 31, 2006 between 6:00 p.m. and 7:30 p.m.
Vote: 5 Yeas – 0 Nays Motion Carries

Monthly Reports

The month-to-date bank report, month-to-date fund report, month-to-date revenue report for August, 2006 and
YTD Gross Income Tax Receipts report was distributed to Council.


APPROVAL OF BILLS

Motion made by Councilor Huner and seconded by Council President Stiriz to approve and pay the bills
as presented:

ADJOURNMENT

There being no further business to come before this session of the Wauseon City Council, Mayor Dehnbostel
asked for a motion to adjourn. Councilor Krumm made a motion and seconded by Councilor Mathews to
adjourn this meet at 5:20 p.m.
