WAUSEON CITY COUNCIL MEETING
Monday, October 16, 2006 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel.
Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.
Present were Councilor President Stiriz, Councilors Krumm, Huner, and Mathews. Councilors Shaw
and Garvin were absent.
APPROVAL OF PRIOR MEETINGS’ MINUTES
Councilor Krumm made a motion and seconded by Councilor Mathews to approve the previous
meetings’ minutes.
VOTE: 4 Yeas – 0 Nays Motion Carries
Public Hearing
Mayor Dehnbostel opened the public hearing at 5:01 p.m. regarding the placement of Chapter 1132A,
Wauseon Corridor Overlay District into the Wauseon Zoning Ordinance.
Mayor Dehnbostel asked Steve Brown if he would explain the purpose of the Corridor Overlay District.
Steve Brown, Fulton County-Regional Planning Director
Mr. Brown said that the Wauseon Planning Commission had been looking at some issues in regards to
access management in Wauseon. We looked at putting a chapter into the zoning code regarding access
management. He said in 1998 Fulton County did adopt a comprehensive plan. One of the major chapters
in regards to that was the access management chapter. In the 2004 City of Wauseon plan we had a number
of goals and objectives that was put into that plan and it states that we shall have access management
regulations put into place. In 1999 Fulton County adopted access management requirements within the
subdivision code which covers all the major roads that surround the Wauseon area. Clinton Township
also adopted requirements within their zoning code for certain zoning districts and for access management
for certain roads of their township. Ohio Department of Transportation (ODOT) is requiring that local
communities do adopt access management plans. It may be one of the funding mechanisms to get
additional funding.
Mr. Brown read out loud from the chapter the purpose of a corridor overlay district and what it is.
Mr. Brown said as lands are annexed into the City they would come from basically the county/township
requirements into the City requirements which will be fairly close to each other. We are also looking
at internal circulation of shopping centers that might be developed where we would encourage access
easements within those plazas. There is also a section in Chapter 1132A which addresses setback
requirements. The requirements are the same as in the township and county.
In the joint study between the City of Wauseon and Clinton Township, one of the things we were
looking at is to have coherence of development, particularly north of town.
Mayor Dehnbostel asked if anyone in the audience would like to come up and speak. Any
comments made tonight will be recorded and given to the Planning Commission for consideration.
Roger Brenner
Mr. Brenner said he is here for growth and development within Wauseon. He owns a small amount
of land in the overlay district but most of its already accessed and little effect to this district.
However, it’s not his purpose for being here; it’s more at looking forward to Wauseon’s development.
He thinks there is a fine line of what Mr. Brown is talking about and actual retail development. It’s a
great plan on paper, but it’s a non-retail plan. You have to understand, traffic problems are good problems.
Shoop Avenue has worked. It’s not ideal, but at the same time I think if we try to lay out a perfect plan
for St. Hwy. 108 on paper, it will discourage a lot of development. We don’t have a ton of demand but
we got a lot of supply. Everyone has goals, and if you can’t meet those goals in a timely fashion, they
move on to other areas.
Mr. Brenner said we have to be careful for saying these are the curb cuts that are going to be allowed.
We have to set up a good organized plan to allow temporary curb cubs with the understanding we
gather those up and do something in the future that makes sense. Maybe 10, 15, 20 years. He knows
it has been done, that somebody gets a temporary curb cut and down the road when it makes sense,
they participate in the construction of a service drive to access that area. If we require a service drive
first, it will deter a lot of development because there is a lot of money in developing those service drives.
Mr. Brenner said it is important to balance the ability to adapt well when someone comes in and wants to
do something and wants to invest. We have to allow temporary access and create that good problem
of traffic and have the ability to gather this into a service drive plan. We don’t want to turn this into a
sidewalk issue, where everybody is looking at who is going to pay for the service drives. If we require
the service drives immediately, it will put a big burden on anything on State Hwy. 108 or out that way.
George Wood
Mr. Wood said he lives on St. Highway 108 between Shoop Ave. and Ottokee St. He said we have a
problem with traffic out there already. He wife has come close to being put in the hospital by being
rear-ended because of distractions already. He said there are distractions because equipment is
placed close to the road for new construction. He said a service drive should be put in there first.
He realizes a service drive will discourage anyone coming in because it will be more cost, but what is
the cost of someone being in the hospital because of the traffic problem.
He feels the residential area on the south side of that road; we might as well rezone it for multi use,
because he will not get his tax value out of it if he sells it right now as residential. When you mix
residential with businesses you have to have a plan to start with before you let businesses come in.
Tim Friend
Mr. Friend says he lives on County Rd. H. He would be affected by this because he lives between Co.
Rd. 13 and State Hwy. 108. He asked why you felt it was necessary that the stretch between Co. Rd.
13 and State Hwy. 108 which is residential completely right now on County Rd. H, why is that being
included in this overlay? It is a mile outside of town; it’s a mile north and east of any businesses.
He understands Wauseon is a growing community but at the same time in the last couple of years,
there is this huge rush to go north. At the same time he is driving through Wauseon on the weekend
and I see there are vacant places in the strips malls that we now have.
Mr. Brown responded that the County Engineer has designated County Rd. H as an arterial collector road.
Our traffic counts between Co. Rd. 13 and State Hwy. 108 are pretty good. That is one of the reasons
why. The city may never get that far out, but there are still some requirements for that road for access
at this time.
Council President Stiriz made a motion and seconded by Councilor Huner to close the public hearing at
5:25 p.m.

COMMITTEE REPORTS
Building and Grounds Committee
Councilor Huner said the committee discussed the door enlargement in the Fire Department to accommodate
the new ladder truck. The committee looked at the quotes received. The estimated cost is $9,500. The
committee recommended $15,000 be allocated for this project to have adequate funds for contingencies.
The committee looked at trash receptacles and benches for downtown. There are monies available from the
Pride Wauseon trust fund line item to purchase some of the benches yet this year. The committee
recommended purchasing twelve “tough benches” made out of recycled plastic. The cost for the benches
is $355 each plus shipping. The monies for additional benches and the trash receptacles will be requested
in next year’s budget.
Park Board
Councilor Huner reported that the Park Board reviewed the August and September budget reports. The
board reviewed the list of budget items requested for 2007. She explained some of the proposed projects.
Councilor Huner said that Councilor Mathews and other volunteers he has recruited are going to be heading
up the Fun House at Reighard Park for Halloween.
Everything is seeded at Biddle Park except the football field and small soccer field. New irrigation will be
installed soon to the soccer fields.
Mayor Dehnbostel added that everything on the south half of Biddle Park has been seeded. They are still
working on the land forming on the north half. On the north half there are more ball fields. Mayor
Dehnbostel said that everything from the concession stand to the south has been seeded. Only one
ball field to the north has been seeded.
Motion for approval of the committee reports
Councilor Krumm clarified in the Park Board report that the requested items for the 2007 are not finalized
until approval of the 2007 budget. Mayor Dehnbostel added that approval of the Park Board report is
only a confirmation of what the request is.
Councilor Mathews made a motion and seconded by Councilor Stiriz to accept the Building and Grounds and
Park Board reports.

DEPARTMENT HEAD REPORTS
Steve Brown, Regional Planning Director
Mr. Brown said he received a letter from the Ohio Department of Natural Resources in regards to the
denial of our Clean Ohio Trails Fund grant that we had submitted in 2004. It has been sitting for almost
two years. There were 75 applications requesting $20 million. This time northwest Ohio was left out of
the funding. They are going to keep our application until November 30. The grant was going to be
used for a trailhead. We are going to see if we can remodify the application.
Marv Wheeler, Fire Chief
Chief Wheeler said the new ladder truck is now in service. We had a trainer from Columbus come up
and conduct a 16 hour class this past weekend on the use of ladder trucks. We learned a lot and it was
very good training. Our old truck will be going to the Village of Whitehouse.
We will be sending one fire fighter to Houston for a three day auto extrication class November 13-15, 2006.
It’s a train the trainer type of class.
He has been working with the Parks Department for fire safety for Halloween.
Keith Torbet, Police Chief
Chief Torbet said he is currently working with the Mayor and Law Department with the contract negotiations
for the police unions. He mentioned one officer has returned from sick leave but another one has just
started so we are short staffed by one officer right now.
Tom Hall, Code Administrator
Mr. Hall said we are very disappointed in the denial of our grant application for the trail head. The
sidewalk project is almost completed. He requested a meeting with Safety and Code to discuss expanding
the jurisdiction for inspection of HUD units. He said this is a result of new state certification requirements.
Dennis Richardson, Director of Public Service
Mr. Richardson said work is continuing on the storm water detention basin on the former Booth property.
He said Public Works will be discontinuing brush pickup in the next couple weeks and start leave pickup
October 30 until the end of November.
Jon Schamp, Director of Finance
Mr. Schamp said information is coming in for the 2007 budget so it will be ready for first reading on
November 20th.
Carrie Nixon, Director of Law
Ms. Nixon said she has been working on the police contract negotiations.

Substitute “Exhibit B” – Plat of Annexation – Tractor Supply – 5.441 acres
Ivan Hite, Clinton Township Trustee, asked for clarification about the permit application and jurisdiction
as the construction begins on Tractor Supply. Carrie Nixon, Director of Law, said that the jurisdiction
is still under Clinton Township until actual annexation. The city and township have reviewed the site
plan but no city permits have been issued yet to them.
There was discussion about the storm water detention for that site. The city will be forwarding the
information for the storm water detention to the county engineer. The county engineer is aware of
this project.
Motion made by Councilor Krumm and seconded by Councilor Mathews to substitute “Exhibit B”
(survey of plat of annexation for Tractor Supply) to previously passed:
(Resolution 2006-11 – Authorizing the Mayor to Enter into an Agreement with the Board of

to the Capital Income Tax Account entitled Fire Department Door Renovation (403.705.52530).
