WAUSEON CITY COUNCIL MEETING
Monday, December 18, 2006 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel.
Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.
Present were Councilor President Stiriz, Councilors Krumm, Mathews, Shaw and Garvin to constitute
a quorum for the transaction of City business. Councilor Huner was absent.
APPROVAL OF PRIOR MEETINGS’ MINUTES
Councilor Garvin made a motion and seconded by Councilor Krumm to approve the previous meetings’
minutes.

COMMITTEE REPORTS
Building and Grounds
Councilor Mathews said the committee discussed two quotes they had received for the furnace/AC
unit at the Rotary Shelter House. The committee recommended going with Free & Son for the
purchase and installation of the unit.
Park Board
Councilor Mathews said the Park Board finalized the 2007 budget. Park wages were increased for
additional labor needed to maintain Biddle Park. Neal Graf updated the Park Board on the progress
at Biddle Park. Winter projects are being started. Neal Graff and Aaron Tiplady ran the
Cleveland Browns Punt, pass and Kick competition held on Thanksgiving Weekend.
Tree Commission
Councilor Mathews said the commission discussed the need for a new member. Keith Kuntz has
accepted the position to be on the board. Stephanie Miller will be invited to the next meeting to
discuss Tree City USA. Plans are underway for the Tree City Awards.

Council President Stiriz made a motion and seconded by Councilor Garvin to accept the committees’
reports.

DEPARTMENT HEAD REPORTS
Steve Brown, Regional Planning Director
Mr. Brown said the Ohio Department of Transportation handed out their rules for the “Safe Routes to
School Program” that the City will be applying for. The award for this grant will be made in June.
Mr. Brown said the Natural Resource Committee that he sits on for our district will have money
available for parks, conservation areas and green spaces. This may be an opportunity for funding in
the future. He will be involved in the “Rebuild Ohio” program next year. It’s for the rehabilitation
of residential, commercial and industrial buildings. The State wants to start up a program to address
those issues.
Marv Wheeler, Fire Chief
Chief Wheeler said the new 803 tanker truck is in house and in service. The old 803 truck was sold.
He is working on a project with Delta Fire Department and the Turnpike Commission. When we go
eastbound from the St. Rt. 108 turnpike exit there isn’t another turnaround until you get almost to
the exit on State Rt. 109. If there is an accident on the westbound side we have to go all the way
to Delta and turn around. We are meeting with the Turnpike Commission for permission to allow
us to take everything eastbound to Delta and Delta will take everything westbound to here.
Keith Torbet, Police Chief
Chief Torbet said he provided in Council’s packet a survey of the Citizen’s Police Academy survey.
We have been tentatively awarded for the 12th year in a row the Violence Against Women grant
which funds the Women and Family Services and for the Victim Advocate.
Dennis Richardson, Director of Public Service
Mr. Richardson said we have completed the first round of interviews for the mechanic’s position.
We have evaluated all the chemical bids and they are ready for award. Mr. Richardson said that
there are still some matters that need to be reviewed on the lease for the Recycling Building.
There is a motion to table until it is evaluated. He said there is also a motion for Phase II of
Arrowhead Subdivision. The street lights have been accepted by Toledo Edison.
Jon Schamp, Director of Finance
Mr. Schamp said we have almost completed this fiscal year and gross income tax is at $3.4 MM with a
few more days of collection.
Carrie Nixon, Director of Law
Ms. Nixon said that she will be reviewing the lease that was returned back from the County for the
Recycling Center. She had been working on several pieces of legislation that is presented at this meeting.
