WAUSEON CITY COUNCIL MEETING
Tuesday, January 2, 2007 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel.
Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.
Present were Councilor President Stiriz, Councilors Krumm, Mathews, Shaw, Garvin and Huner to
constitute a quorum for the transaction of City business.
APPROVAL OF PRIOR MEETINGS’ MINUTES
Councilor Garvin made a motion and seconded by Council President Stiriz to approve the previous
meetings’ minutes.
VOTE: 6 Yeas – 0 Nays Motion Carries
COMMITTEE REPORTS
Personnel
Council President Stiriz said the committee received a request from Wesley Glines, Fire/Police Chaplain,
if he could participate in the City’s health insurance plan at his own expense. The committee saw no
reason why he couldn’t, since he will be paying for his own insurance. The committee recommended
that the Fire/Police Chaplain can opt to participate in the City’s health insurance plan at his own expense.
Councilor Mathews made a motion and seconded by Councilor Huner to accept the Personnel Committee’s
report.

DEPARTMENT HEAD REPORTS
Steve Brown, Regional Planning Director
Mr. Brown said he is working on year end reports for 2006. He said that it was a good year for the Revolving
Loan Fund. We had three loans that were paid off last year, Nebraska Industries, Wauseon Machine and
Northwest Electroplate. We made two loans, one to Wauseon Machine and the other one to Ace Hardware.
There were 61 jobs created from this and 54 set aside for LMI (low to moderate income). Our loan portfolio
is around $1 million on 10 loans.
Mr. Brown said he is working with Neal Graf, Parks & Recreation Director, in looking for grants for replacement
of playground equipment. We came across some Nature Trail funds. There is $9,000 available for Fulton
County. There may be a resolution at the next meeting for this.
Marv Wheeler, Fire Chief
Chief Wheeler said he received the last disbursement of $4,500 from the Ohio Public Safety Department of EMS.
It’s for the training and equipment grant. We received a total of $7,000 in 2006 from this grant. In 2006 we
had a total of 1,007 runs of which 861 were EMS runs and the other was for fire runs. We were down 10 or 11
runs from last year.
Keith Torbet, Police Chief
Chief Torbet said he is preparing the year end reports. He received $500 from EMA for volunteers in police service.
They covered the cost of our Citizens Police Academy as well as part of our Explorers cost.
Tom Hall, Code Administrator
Mr. Hall said the Manufactured Housing Authority will not be starting the enforcement yet but we will be notified by
the State when they will begin. The inspection cost per unit will cost between $475-500. They also inquired about
our services going over to Williams County and the two other counties to the south have a big void. It looks
like a couple months before the State will get started.
Mr. Hall said that we would need to enter into an amended contract with Tom Galvin, to do the electric inspection
on the manufactured homes.
Dennis Richardson, Director of Public Service
Mr. Richardson said that there are no new matters to report other than the Public Works employees are taking
down the Christmas decorations.
Jon Schamp, Director of Finance
Mr. Schamp said he distributed the year end reports for 2006. The gross revenue was $3.45 million dollars which is
the highest we have had at any one time.
Councilor Garvin asked about the delinquent accounts status on the Income Tax Department year end report.
Mr. Schamp explained that we recently had the Board of Controls meeting which writes off the uncollectible debt,
but those listed are the ones that are being pursued.
Carrie Nixon, Director of Law
Ms. Nixon said that she had no new matters to report.

that the first reading be passed.

Monthly Reports
The month-to-date bank report, month-to-date fund report, month-to-date revenue report for December,
2006 and Income Tax Department Report for Year Ending December 28, 2006 were distributed to Council
Liquor Permit – Wauseon Plaza Limited Partnership, 1290 N. Shoop Avenue, #110, Wauseon, OH -
D3A (extension of issued permit privileges until two thirty a.m.
Mayor Dehnbostel asked Council if they had any questions or concerns regarding permit application. Council
raised no objections and unanimously conveyed that they do not request a hearing.
Grants for Fire Department
Councilor Krumm made a motion and seconded by Councilor Shaw to authorize the Mayor or his designee to
make application for the Tenth Annual State Fire Marshall-Firefighter Training grant and the Fire
Prevention Safety grant and authorize the Mayor or his designee to execute any and all documents necessary
to participate in the grant program.
Vote: 6 Yeas – 0 Nays Motion Carries
