WAUSEON CITY COUNCIL MEETING
Monday, May 21, 2007 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel.
Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.
Present were Councilor President Stiriz, Councilors Krumm, Mathews, Shaw, Huner and Garvin to
constitute a quorum for the transaction of City business.
APPROVAL OF PRIOR MEETINGS’ MINUTES
Councilor Garvin made a motion and seconded by Councilor Mathews to approve the previous
meetings’ minutes.
VOTE: 6 Yeas – 0 Nays Motion Carries
INDIVIDUALS WISHING TO ADDRESS COUNCIL AND TOPIC
Stas Legenza – “Dimes for Downtown”
Stas Legenza, a kindergartner from Leggett St. School, went up to the Mayor and gave him a box of
coins totaling $288.12. Stas wanted to help after he had seen the rubble from the fire that took
several downtown businesses. He thought they wouldn’t have enough money and he wanted to
do something to help so he started collecting “Dimes for Downtown”. Meg Legenza, Stas’ mother,
said how Stas came up with the idea and went about collecting, first setting up a table at home,
then going door to door and then he brought it to his classroom and then school wide. The Mayor
told Stas that there are a lot of people here that would like to donate. Stas then went around the
council table and collected more coins. (total collected $335.55)
Mayor Dehnbostel then asked Stas’ parents, Ed and Meg Legenza, to come up to be with Stas. He
presented Stas a plaque which said this is a “Certificate of Appreciation to Stas Legenza for his
Outstanding Service to the City of Wauseon for his Dimes for Downtown Project.” It was also
Stas’ sixth birthday and everyone sang Happy Birthday to him.
Committee Reports
Utility
Councilor Shaw said that the committee discussed the drainage issues from the heavy rains in recent weeks.
One subdivision that came to attention was the Old Orchard subdivision addition. The two catch basins
there are not catching all the water. The committee also talked about an engineering study done
several years ago regarding the upgrade of the sanitary and storm system city wide and it had said one
way to increase funding was to make assessments to raise enough money. Homecoming Park has flooded
four times in the last year. We talked about a retention pond or widening the ditch. This discussion
will continue and the committee will continually look at options for improvement.
Mayor Dehnbostel said he talked to the manager at Wal-Mart and he will be getting with their engineers to
looks at their water retention. If we can get them to hold more water back there, it will help the system.
Finance
Councilor Garvin said the Finance Committee met just prior to this council meeting. The committee was
advised by Chief Torbet that there is a transport van for sale from the Village of Delta. The van’s price is
$13,500. The Chief explained to them how the Police Department would utilize the van. The Finance
Committee said they would like to get the consensus of all of council regarding this and also look at
some of the other pressing needs, such as water issues. The committee did not take any action on this
matter.
Firefighter Appreciation Event
Councilor Huner said that a committee was formed to put together a thank you event to all the firefighters
that had come to Wauseon’s aid at the downtown fire. We want to thank all the entities that helped us out.
We will invite the public as well. We are looking at September 29, 2007 as the day of the event.
Councilor Shaw made a motion and seconded by Council President Stiriz to approve the committees’ reports.

Department Head Reports
Steve Brown, Regional Planning Director
Mr. Brown said that the County has asked us to take over the block grants for Fulton County.
Since ODOT (Ohio Department of Transportation) had received several applications for the “Safe Streets
to Schools” grant, they hired a consultant to see how they are going to handle this. The first round
of grants awarded will be for planning grants.
Marv Wheeler, Fire Chief
Chief Wheeler said that we received a check from the State Fire Marshall’s office for a training grant. We
received $2,275 from the State for that this year. We are working on an article for Firehouse
Magazine which is a national trade magazine for the fire service. They are doing an article on the downtown
fire.
Keith Torbet, Police Chief
Chief Torbet said that our bike rodeo went fairly well on May 12, 2007. We had 20 participants. Along
with that we received a $250 grant from the Ohio Brain Injury Advisory Committee. They also sent us 63
bike helmets of assorted sizes. We passed some of those out at the bike rodeo and they will be
available at our office and different functions throughout the summer. The Safety City registrations are
way up. We have 93 children already registered for the two sessions. The Click It or Ticket campaign
is running until June 4, 2007. There will be increased enforcement. He will be sending Officer McDonough
to New Orleans to take the training for our CEDAP grant for the hand held F.L.I.R. (forward looking infra
red) units. He will then train the other officers.
Dennis Richardson, Director of Public Service
Mr. Richardson said the grand total of dumpsters used for Spring Clean-up was 38 which is still down from
what we had in previous years. We received our Notice to Proceed from the Ohio Public Works Commission
and we can proceed on the Burr Road CSO project. The Booth Pond is under construction and is expected to
be completed next month.
Jon Schamp, Director of Finance
Mr. Schamp said he had no new reports for this meeting.
Stephen Buehrer, Director of Law
Mr. Buehrer said he had no new reports for this meeting.
Mayor Dehnbostel
Mayor Dehnbostel said he received a call from a representative from the Lieut. Governor’s
office that the City
will be receiving good news by the end of the week.
FIRST READING OF LEGISLATION OR EMERGENCY
Mayor Dehnbostel read out loud by title the following legislation presented for first reading or emergency
Resolution 2007-14 – Authorizing the Mayor to Enter into a Renewal Contract with Fulton County for
the Provision of Emergency Medical and Ambulance Services and Declaring an Emergency
Councilor Huner made a motion and seconded by Councilor Mathews to suspend the rules and declare an
emergency on Resolution 2007-14.
Vote: 6 Yeas – 0 Nays Motion Carries
Council President Stiriz made a motion and seconded by Councilor Krumm to place Resolution 2007-14
on final passage whereas an emergency was declared.
Vote: 6 Yeas – 0 Nays Resolution 2007-14 Passes and is in Effect

NEW BUSINESS
CEDAP Grant
Motion made by Councilor Krumm and seconded by Councilor Garvin to authorize the Mayor or his
designee to make application for the CEDAP (Commercial Equipment Directory Assistance Program)
grant and authorize the Mayor or his designee to execute any and all documents necessary to participate
in the grant program.
Vote: 6 Yeas – 0 Nays Motion Carries
Removal of Fire Damaged Material
Mayor Dehnbostel said that this is for payment for the removal of the fire damaged material and we
will then proceed for reimbursement of this expense from the party that is responsible for this cost.
Motion made by Council President Stiriz and seconded by Councilor Mathews to authorize the Director
of Finance to reallocate $32,257 from the Capital Income Tax account entitled Muni Bldg. parking
Lot (403.705.52500) to the Capital Income Tax account entitled Fire Damage Removal (403.705.52550).
Vote: 6 Yeas – 0 Nays Motion Carries
APPROVAL OF BILLS
Motion made by Councilor Huner and seconded by Council President Stiriz to approve and pay the bills as
presented.

EXECUTIVE SESSION
Mayor Dehnbostel said he would like a motion to enter into Executive Session regarding pending and
threatening litigation. He asked Chief Torbet to also attend this session.
Councilor Garvin made a motion and seconded by Councilor Huner to enter into Executive Session
regarding pending and threatening litigation.
Vote: 6 Yeas – 0 Nays Motion Carries
Council exited out of Executive Session at 5:46 p.m.
ADJOURNMENT
There being no further business to come before this session of the Wauseon City Council, Mayor
Dehnbostel asked for a motion to adjourn. Councilor Krumm made a motion and seconded by
