WAUSEON CITY COUNCIL MEETING
Thursday, November 15, 2007 at 8:00 A.M.
This meeting of the Wauseon City Council was called to order at 8:00 a.m. by Mayor Dehnbostel.
Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.
Present were Council President Stiriz, Councilors Krumm, Mathews, Huner, and Garvin to constitute
a quorum for the transaction of City business. Councilor Shaw was absent.
APPROVAL OF PRIOR MEETINGS' MINUTES
Council President Stiriz made a motion and seconded by Councilor Mathews to approve the previous
meetings’ minutes.
VOTE: 5 Yeas – 0 Nays Motion Carries
Committee Reports
Personnel Committee
Council President Stiriz reported on the meeting of the Personnel Committee. The Committee discussed
the request from the Fire Chief to create a new position so that position can do more in-depth fire inspections
and put that data on the computer. That way when there is a fire they can find out everything they need to
know about the building. In discussion at the Committee of the Whole meeting prior to this Council meeting,
Council said they would like to discuss further at their next Committee of the Whole meeting.
The committee also discussed the Wastewater Plant Superintendent’s position. You can’t have two people with
the job title Superintendent until Tim Hausch’s actual retirement so that person may have the interim title of
Assist. Wastewater Plant Supt. Dennis Richardson said that we have a job description for an Assist.

Council President Stiriz said the third request was from Chief Torbet. He would like the Police Department to go
with a 24 hour, 7 day a week dispatching system. The equipment is in the process of being upgraded. The
committee recommended going with 5 days a week, 3 shifts, and hiring two full time dispatchers.
Mayor Dehnbostel said that the first item is still pending for further review and asked for a motion to exclude
that section pertaining to a request for the Deputy Fire Chief/Inspector.
Councilor Krumm made a motion and seconded by Councilor Huner to accept the Personnel Committee report
as presented excluding the section regarding the request for a Deputy Fire Chief/Inspector.

Department Head Reports
Marv Wheeler, Fire Chief
Chief Wheeler said the Feather Party went well. Chief Wheeler reported on upcoming meetings and seminars
that he will be participating in.
Keith Torbet, Police Chief
Chief Torbet distributed a synopsis of the critiques of the most recent Citizens Police Academy. We are 99%
complete on our continuing professional training that is a requirement of a new law by the State of Ohio requiring
every officer to have 8 hours of advanced training.
Dennis Richardson, Director of Public Service
Mr. Richardson reported that he received the report from the insurance appraiser regarding the damage to the
City signs and the Municipal Building roof. There will be something before you at the next Council Meeting to
proceed with the repairs. He has been working on the changes to the refuse franchise of which legislation for
it is presented at this meeting.
Jon Schamp, Director of Finance
Mr. Schamp said the 2008 Budget will be ready for presentation to Council in December. He said that the
liability and property insurance legislation renewal will be presented at the 1st meeting in December.
Tom McWatters, Assistant Director of Law
Mr. McWatters said he is working with the Department of Development to expedite the process to get the
funds for the grant.

Councilor Huner made a motion and seconded by Councilor Mathews to suspend the rules on Ordinance 2007-7.

Councilor Krumm made a motion and seconded by Councilor Garvin to place Ordinance 2007-7 on
final passage.

2007 Replacement Pages to the Codified Ordinances
Ordinance 2007-8 Approve, Adopt and Enact the 2007 Replacement Pages to the Codified
Ordinances; to Repeal Ordinances in Conflict Therewith; to Publish the Enactment of New Matter;
and Declaring an Emergency
Councilor Krumm made a motion and seconded by Council President Stiriz to suspend the rules on
Ordinance 2007-8 and declare an emergency
Vote: 5 Yeas – 0 Nays Motion Carries
Councilor Huner made a motion and seconded by Councilor Mathews to place Ordinance 2007-8 on
final passage whereas an emergency was declared.

Convey Easement – Wauseon Exempted Schools
Resolution 2007-40 – Authorizing the Mayor to Convey a Permanent Easement to the
Wauseon Exempted Village Schools
Councilor Garvin made a motion and seconded by Councilor Krumm to place Resolution 2007-40 on
first reading and that the first reading be passed.

Health Insurance Renewal –
December 1, 2007 to November 30, 2008
Resolution 2007-41 – Authorizing the Mayor to Enter into an Agreement with Paramount for Health
Insurance Coverage and Declaring an Emergency
Council President Stiriz made a motion and seconded by Councilor Krumm to suspend the rules on
Resolution 2007-41 and declare an emergency
Vote: 5 Yeas – 0 Nays Motion Carries
Mayor Dehnbostel said that this insurance is going toward partial self insurance. It depends a lot on the
cooperation of the employees themselves to help hold those rates down. Mayor Dehnbostel explained some
of the benefits of this new plan.
Councilor Krumm made a motion and seconded by Councilor Huner to place Resolution 2007-41 on final
passage whereas an emergency was declared.

Employee Christmas Gift
Motion made by Council President Stiriz and seconded by Councilor Mathews to give each full-time
employee and all appointed and contracted department heads a $50.00 Chamber of Commerce gift
certificate. The cost of such certificates to be paid from the respective department’s benefits accounts.

2008 Schedule of Council Meetings
Motion made by Councilor Krumm and seconded by Councilor Garvin to accept the 2008 Schedule
of Council Meetings.

bills as presented.
