WAUSEON CITY COUNCIL MEETING
Monday, December 3, 2007 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel.
Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.
Present were Council President Stiriz, Councilors Krumm, Mathews, Huner, and Shaw to constitute
a quorum for the transaction of City business. Councilor Garvin was absent.
APPROVAL OF PRIOR MEETINGS' MINUTES
Councilor Krumm made a motion and seconded by Councilor Mathews to approve the previous
meetings’ minutes.
VOTE: 5 Yeas – 0 Nays Motion Carries
Committee Reports
Tree Commission
Councilor Mathews reported that the budget was reviewed and passed on to the Finance Committee.
The commission would like their input when the Planning Commission reviews plans where wooded areas
are involved. The Tree Commission discussed what their extent of authority is regarding trees in city
and private properties. Councilor Mathews said the Tree Commission thanks those responsible for
decorating the evergreen tree by the Elm Street School. Councilor Mathews reported on future
projects that the Tree Commission is planning.
Finance Committee
Councilor Krumm reported that the Finance Committee reviewed the 2008 Budget. Most of their
discussion was regarding the proposed capital items. There were a couple proposed purchases that
were taken out of capital items. The committee recommended the 2008 budget as amended.
Holiday Committee
Councilor Huner said that Barb Garvin is the new chair of the Holiday Committee. Rick Frey has
accepted to be on the Holiday Committee. This will be valuable to the committee as a liaison between
the City and the committee. The committee discussed the reallocation of the remainder of the 2007
budget for banners for the downtown area. The committee discussed what they will be doing this year
and their plans for 2008.
Council President Stiriz made a motion and seconded by Councilor Shaw to accept the committees’
reports.

Department Head Reports
Marv Wheeler, Fire Chief
Chief Wheeler said he was notified last week that we didn’t get the Assistance to Firefighter grant.
He also mentioned that he had read that the administration is planning to cut that grant next year.
He attended two very good seminars. He and Captain Chamberlin attended one on the new NFPA
standard in inspecting and taking care of turnout gear. Turnout gear has to be replaced every ten
years which ours will need to be replaced in 2011. Four of us went to a Firefighter Safety Seminar
which was very good and informative.
William McConnell, Sergeant
Sergeant McConnell said that Futronics, the company putting up the radio tower, has contacted us
and they will be installing the tower this week.
Tom Hall, Code Administrator
Mr. Hall said part of the new code we are working on will include review by the Tree Commission for
certain aspects in the zoning code.
Dennis Richardson, Director of Public Service
Mr. Richardson said he had been working on the budget and with the Finance Committee. The Public Works
employees are still picking up leaves. Kim Schantz, Water Reclamation Plant, received noticed that he passed
his Class I Wastewater Treatment license. The signs damaged by hail damage have been replaced. Public
Entities Pool has reimbursed the City for the signs and for the repair of the Municipal Building roof. He
would like to request a motion to authorize the repair of the roof as an emergency and to waive the requirement
for bidding. We are recommending the same contractor who also did the roofs at the Water Reclamation Plant.

Jon Schamp, Director of Finance
Mr. Schamp said he distributed the financial reports for November, 2007. The 2008 Budget is presented under
first reading of legislation.
Stephen Buehrer, Director of Law
Mr. Buehrer reported on court matters regarding Mr. Plassman in the matter of getting his properties cleaned up.
FIRST READING OF LEGISLATION OR EMERGENCY
Mayor Dehnbostel read out loud by title the following legislation presented for first reading or emergency.
Annual Appropriation Ordinance
Ordinance 2007-9– Annual Appropriation Ordinance for Fiscal Year Ending December 31, 2008
Councilor Krumm wanted to add pertaining to budget matters that in the Water Revenue Fund, the debt charge
that is on the water bills every month, will be paid off this year. Mr. Schamp added that the amount on the
individual water bills isn’t that much, for minimal use user’s the amount is under $2.00, but he anticipates that
this will be taken off sometime in the latter half of 2008.
Council President Stiriz made a motion and seconded by Councilor Shaw to place Ordinance 2007-9 on first reading
and that the first reading be passed

Public Entities Pool
Mr. Schamp, Finance Director, said that he received quotes from The Ohio Plan and PEP. Our current provider,
PEP’s, quote is for $65,288. The Ohio Plan’s quote is $88,982. Mayor Dehnbostel asked for a motion to specify
what carrier Council would like to go with.
Councilor Krumm made a motion and seconded by Council President Stiriz to go with Public Entities Pool for causality,
liability, fire and property damage insurance.

Resolution 2007-42 Authorizing the Mayor to Enter into an Agreement with the Public Entities Pool for Causality,
Liability, Fire and Property Damage Insurance and Declaring an Emergency
Councilor Mathews made a motion and seconded by Council President Stiriz to suspend the rules on Resolution 2007-42
and declare an emergency
Vote: 5 Yeas – 0 Nays Motion Carries
Councilor Huner made a motion and seconded by Councilor Krumm to place Resolution 2007-42 on final passage
whereas an emergency was declared.

Resolution 2007-40 – Authorizing the Mayor to Convey a Permanent Easement to the Wauseon Exempted
Village Schools
Councilor Mathews made a motion and seconded by Councilor Huner to place Resolution 2007-40 on second reading
and that the second reading be passed.

Monthly Reports
The month-to-date report, month-to-date fund report, month-to-date revenue report for November, 2007 and YTD
Gross Income Tax Receipts report was distributed to Council.
Roof Repair for the Municipal Building
Dennis Richardson, Director of Public Service, said that he is recommending that the Municipal Building roof repair
be done by Gilliland & Son Rfg. LLC. They have done work before for the City, most recently repairing two different
roofs at the Water Reclamation Plant.
Motion made by Councilor Krumm and seconded by Councilor Shaw to declare a real and present emergency and
authorizing the Director of Service to Proceed with Roof Repair without Bid for the Municipal Building.

Pay All Year End Bills Before December 31, 2007
Motion made by Councilor Shaw and seconded by Councilor Huner to authorize the Director of Finance to pay all
the bills possible before
December 31, 2007 to reduce any carry-over of encumbrances per GAAP provisions.
