WAUSEON CITY COUNCIL MEETING
Monday, March 3, 2008 at 5:00 P.M.

This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel. Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council. Present were Council President Shaw, Councilors Krumm, Mathews, Stiriz, Chamberlin and Huner to constitute a quorum for the transaction of City business.

APPROVAL OF PRIOR MEETINGS' MINUTES
Councilor Stiriz made a motion and seconded by Councilor Chamberlin to approve the previous meetings’ minutes.
VOTE: 6 Yeas – 0 Nays Motion Carries

Mayor’s Annual Report
Mayor Dehnbostel presented his 2007 Year End Report. Mayor Dehnbostel said that 2007 is a year we will all remember for various reasons. The City suffered many adversities such as the fire that destroyed six businesses downtown, the hailstorm which caused considerable damage to autos and homes and the closure of Sterling Dairy. However, Wauseon also had many positives this last year. He mentioned the new restaurants and businesses that have come to Wauseon. The plan to rebuild downtown with a 20 unit hotel and restaurant and five retail spaces. The completion of the Dialysis Center at the Fulton County Health Center. Expansion at IAC and the creation of new jobs. Infrastructure improvements. The transfer of the Recycling Center to the County. Mayor Dehnbostel said that these accomplishments were made possible by the efforts of many individuals working together toward a common goal.
Mayor Dehnbostel gave thanks to Wauseon City Council, Staff, Departments Heads and all the City employees for their dedication. He also thanked the Fulton County Commissioners and Clinton Township trustees for their continued support and cooperation. He thanked Carrie Nixon and Dan Garvin for their service to Wauseon.
Mayor Dehnbostel also gave a special thank you to Governor Strickland and Lieutenant Governor Fisher, Representative Bruce Goodwin and Senator Steve Buehrer for their efforts which were instrumental in the downtown rebuilding project. He welcomed Steve Buehrer, Tom McWatters and Shane Chamberlin and look forward to working with all of you.
As always, it is the citizens of Wauseon that make this community special, a community where volunteers are not a thing of the past, but rather a way of life.

Committee Reports

Park Board
Councilor Huner said that the Park Board met on February 19, 2008 and the meeting was primarily focused on discussion regarding Harmon Park. The Park Board discussed whether to allow the school to use parts of Harmon Park before the Parks and Recreation Department moves any of its programming to Biddle Park. The Park Board recommended that Harmon Park would not be available for any additional school use before the Parks and Recreation dept. vacates it. The Park Board also recommended to council to keep the Harmon Park property after moving existing programs to Biddle Park. If Wauseon Schools would like to use the property after this, they could work out a long term, low to no cost lease ($1) for its use. The Park Board would also like to keep the flexibility to continue to use Bob Lammon Field (Diamond #4) for flag football and other fields for any other needs that come up (practice areas). The Parks and Recreation Department would also have access to the existing lighting. However, Park Board would still be very open to the idea of a land swap if a favorable property was offered to the City.

Personnel
Council President Shaw said that the Personnel Committee met and entered into Executive Session regarding Personnel (discipline). No action was taken after they exited out of executive session.
Department Head Reports
Steve Brown, Regional Planning Director
Steve Brown reported that the Tax Incentive Review Council will be meeting to review the eight tax agreements that are now in place with the City of Wauseon. Four of those have expired as of the end of 2007. The four existing ones are in good shape. We will also review the CRA with our tax abatements for real property.
The County Commissioners are having a Block Grant hearing on March 10, 2008. This will be a general one. They will be applying for a county wide housing grant. The Formula monies will be discussed that day. Wauseon is no longer eligible for automatic allocation. The Commissioners are receptive to any good project for the northwest portion of town where the city qualifies for funding.
Mr. Brown reported that the Planning Commission met last Monday and went through the proposed subdivision changes and updates. It was approved by the Planning Commission and has been forwarded to the Safety and Code Committee for review. The subdivisions regulations need to be updated. There have been very few changes since 1957.

Marv Wheeler, Fire Chief
Chief Wheeler said that he and a group will be attending the Northwest Ohio Fire School. He has been selected as the Fulton County representative to the Urban Area Security Initiative which is a regional cooperative in getting grant funds and so forth for Homeland Security. He will be attending the Assistance to Firefighter Grant Workshop.

Keith Torbet, Police Chief
Chief Torbet said he will be attending a grant writing school for federally funded programs. We are getting ready for bike patrol.
Dennis Richardson, Director of Public Service
Mr. Richardson said that we fairing better than other entities as far as salt allotment. Some have run out of their allotments for salt. We are in good shape. Mr. Richardson explained the legislation before council regarding the advertisement for bids for waterline materials and accessories. This is for the school project and we are also taking the opportunity to bid for other projects that we will be doing throughout the city.

Jon Schamp, Director of Finance
Mr. Schamp said he has distributed the financial reports for February, 2008 and the income tax collection report up to February 29, 2008.

Stephen Buehrer, Director of Law
Mr. Buehrer had no new reports for this meeting.

Mayor Dehnbostel read out loud by title the following legislation presented for first reading or emergency:
Fees for Building Construction
Ordinance 2008-4 – Amending Section 1301.10(a) of the Codified Ordinances of the City of Wauseon
Councilor Mathews made a motion and seconded by Council President Shaw to place Ordinance 2008-4 on first reading and that the first reading be passed.
Vote: 6 Yeas – 0 Nays First Reading Passes

Advertise for Bids for Waterline Materials
Resolution 2008-5 – Authorizing the Mayor to Advertise for Bids for Waterline Materials and Accessories; Authorizing the Mayor to Accept the Lowest and Best Bid; and Authorizing the Mayor to Enter into a Contract with the Lowest and Best Bidder
Councilor Huner made a motion and seconded by Councilor Krumm to suspend the rules for three readings on Resolution 2008-5.
Vote: 6 Yeas – 0 Nays Motion Carries

Councilor Stiriz made and seconded by Council President Shaw to place Resolution 2008-5 on final passage.
Vote: 6 Yeas – 0 Nays Resolution 2008-5 Passes and is in Effect in 30 Days – April 2, 2008

Councilor Krumm made a motion and seconded by Councilor Chamberlin to place Resolution 2008-4 on second reading and that the second reading be passed.

Electrical Inspection Services
Resolution 2008-3 – Authorizing the Mayor to Enter into a Contract with Tom Galvin
Council President Shaw made a motion and seconded by Councilor Stiriz to place Resolution 2008-3 on third reading and that the third reading be passed.

NEW BUSINESS
Monthly Reports
The month-to-date bank report, month-to-date fund report, month-to-date revenue report for February, 2008 and YTD Gross Income Tax Receipts report was distributed to Council.
Reschedule March 17, 2008 Council Meeting
Motion made by Councilor Huner and seconded by Councilor Stiriz to reschedule the regularly scheduled March 17, 2008 meeting to Thursday, March 13, 2008 at 8:00 a.m.

Schedule Spring Clean-up
Motion made by Councilor Chamberlin and seconded by Councilor Mathews to schedule the spring clean-up from Friday, April 25, 2008 to Saturday, May 3, 2008.

Wauseon Senior Village (eastside of Glenwood Avenue between Banister and Wagner Drives)
The agency, Preferred Properties, Inc. is applying for funding programs of the Ohio Housing Finance agency (OHFA) for development of this property.
Mayor Dehnbostel said that if Council has any concerns about this project, they can voice their objection or disapproval. Council unanimously conveyed they had no concerns or objections to this project.

Tractor Mower/Front End Loader
Motion made by Councilor Mathews and seconded by Councilor Krumm to authorize the Public Service Director to proceed with the purchase of a tractor mower, front end loader in the amount of $46,900 for the Parks and Recreation Department

APPROVAL OF BILLS
Motion made by Councilor Huner and seconded by Councilor Stiriz to approve and pay the bills as presented.

EXECUTIVE SESSION
Councilor Krumm made a motion and seconded by Councilor Huner to enter into Executive Session regarding Pending Litigation.
Vote: 6 Yeas – 0 Nays Motion Carries
Council President Shaw made a motion and seconded by Councilor Krumm to exit out of Executive Session at 5:50 p.m.

ADJOURNMENT
There being no further business to come before this session of the Wauseon City Council, Mayor Dehnbostel asked for a motion to adjourn. Council President Shaw made a motion and seconded by Councilor Krumm to adjourn this meeting at 5:50 p.m.
