WAUSEON CITY COUNCIL MEETING
Monday, July 16, 2007 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel.
Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.
Present were Councilor President Stiriz, Councilors Krumm, Mathews, Shaw, Huner and
Garvin to constitute a quorum for the transaction of City business.
APPROVAL OF PRIOR MEETINGS’ MINUTES
Councilor Garvin made a motion and seconded by Councilor Krumm to approve the previous
meetings’ minutes.
VOTE: 6 Yeas – 0 Nays Motion Carries
PUBLIC HEARING
Zoning change from R1 (Single Family Residential) to B2 (Highway Service District) for a
parcel of land, 4.338 acres, located at 1195 N. Shoop Ave.
Proposed Use – Office Building
Mayor Dehnbostel opened the public hearing at 5:02 p.m.
Roger Schindler said he owns the building across the street from this parcel and he
was present to find out more about the proposed use of this parcel. Mayor Dehnbostel
said that Vreba-Hoff Dairy Development is planning to build an office building at this site.
There being no one else present who wished to speak at this public hearing, Mayor Dehnbostel
asked for a motion to close the public hearing.
Motion made by Council President Stiriz and seconded by Councilor Mathews to close this
public hearing at 5:03 p.m.
Vote: 6 Yeas – 0 Nays Motion Carries
Committee Reports
Building and Grounds
Councilor Huner reported that the committee recommended to place barn red stone
around the base of the downtown trees and the stone to be purchased locally.
Mayor Dehnbostel said he was in Ann Arbor, Michigan, and they have trees similar to
This be might something the committee might like to look at.
Utility Committee
Councilor Shaw reported that the committee discussed the water problems at 622 E. Oak Street.
He explained that the resident has done several things the past couple of years to alleviate this
problem. Because this resident has made every effort to remedy this situation, the committee
recommended to waive the storm water tap and inspection fee of $535.
Councilor Shaw said that Dennis Richardson informed the committee of plans to alleviate the
drainage problems at the Homecoming Shelter House. An overflow waterway will be
excavated along the north side between the Shelter House and soccer field. The committee
liked the concept and hope this will alleviate the flooding.
Councilor Shaw also said the committee discussed the concerns about the detention pond across
the creek from the Bob Lammon field. The engineer who led the design and now works for
Clermont County agreed to review the design and render an opinion.
Councilor Krumm made a motion and seconded by Councilor Mathews to approve the committees’
reports.

Department Head Reports
Steve Brown, Regional Planning Director
Mr. Brown said that the Revolving Loan Fund committee will be reviewing one application
at their next meeting and that his office has received six other potential applications in
the commercial area. The Ohio Department of Development will be sending the contract
information for the $160,000 grant. Mayor Dehnbostel said that he has received an email
regarding this.
Mr. Brown said that the Ohio Department of Development issued the latest census estimates
for 2006. Wauseon they estimate has a population of 7,355. This is an annual increase of 0.5%.
The county’s increase is 0.3%. There is an increase of 57 people from 2005. The census
figures in 2000 was 7,091 population. Wauseon has 33% of the county population.
Mr. Brown said there is discussion right now with other villages, Delta and Metamora, about
some Downtown Initiatives. We are looking at bringing someone in as a Downtown Ohio
Project Manager through our office to oversee some of these initiatives. This would also
benefit Wauseon. All the communities involved would share in the cost.
Keith Torbet, Police Chief
Chief Torbet said that Brad Weber, Assistant Police Chief, has had knee surgery and will
be out two-three weeks. The department will be busy working during the Wauseon
Homecoming. On August 4, 2007, there will be a Children’s Safety Day held at the
Wal-Mart parking lot. This project is in conjunction with Wal-Mart and Skye Cinema.
There will be a bike rodeoand other safety demonstrations. This is for anybody who
wants to come.
Dennis Richardson, Director of Public Service
Mr. Richardson gave an update on the progress of the
Burr Rd. Combined Sewer Overflow
Elimination project. Mr. Richardson said that there are some erosion issues at the Booth
Detention pond. Underground Utilities, the contractor who did this project, said they
will come out in late September to address those issues as part of the warranty on the
project.
Jon Schamp, Director of Finance
Mr. Schamp said that he has not received notice yet as to when the auditors plan to begin
the 2006 audit.
Stephen Buehrer, Director of Law
Mr. Buehrer gave an update on the matter regarding Otis Plassman. Mr. Plassman has been
ordered by the court to clean up his five properties. This may be amended to include
other properties. Other steps may be necessary if Mr. Plassman does not abide by the
court order.
Mayor Dehnbostel
Mayor Dehnbostel thanked State Senator Buehrer and State Representative Bruce Goodwin for
all their efforts in getting the City the $500,000 grant for the downtown rebuilding project.
Mayor Dehnbostel also said the Crosby Antique Motorcycle show has been coming to the Wauseon
fairgrounds for the past 30+ years. They were very sorry to hear of the downtown fire and
wanted to help. They contributed $175 toward rebuilding the downtown. Mayor Dehnbostel
said that this money will be combined with the money collected by Stas Legenza. We will need
to decide how we want to utilize it.

Councilor Huner made a motion and seconded by Council President Stiriz to place Resolution
2007-25 on second reading and that the second reading be passed.

Timothy J. Hausch – Retirement and Severance Agreement
Resolution 2007-24 – Authorizing the Mayor to Enter into a Retirement and Severance
Agreement with Timothy J. Hausch
Councilor Garvin made a motion and seconded by Councilor Mathews to place Resolution
2007-24 on second reading and that the second reading be passed.

Councilor Mathews made a motion and seconded by Councilor Shaw to place Resolution 2007-19
on third reading and that the third reading be passed.

Stone Base for Downtown Trees
Motion made by Councilor Krumm and seconded by Councilor Shaw to recommend barn red
stone to go around the base of the downtown trees and the stone to be purchased locally.

Waive Storm Water Tap & Inspection Fee – 622 E. Oak St.
Motion made by Councilor Mathews and seconded by Councilor Huner to waive the storm
water tap and inspection fee of $535 for 622 E. Oak Street.

APPROVAL OF BILLS
Motion made by Councilor Huner and seconded by Council President Stiriz to approve
and pay the bills as presented.

EXECUTIVE SESSION
Mayor Dehnbostel asked for a motion to enter into Executive Session regarding Pending
and Threatening Litigation.
Councilor Garvin made a motion and seconded by Council President Stiriz to enter into
Executive Session at 5:25 p.m.
Vote: 6 Yeas – 0 Nays Motion Carries
Council exited out of Executive Session at 5:55 p.m.
ADJOURNMENT
There being no further business to come before this session of the Wauseon City Council,
Mayor Dehnbostel asked for a motion to adjourn. Council President Stiriz made a motion
and seconded by Councilor Krumm to adjourn this meeting at 5:55 p.m.
