WAUSEON CITY COUNCIL MEETING
Monday, August 20, 2007 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel.
Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.
Present were Councilor President Stiriz, Councilors Krumm, Mathews, Shaw, Huner and Garvin
to constitute a quorum for the transaction of City business.
APPROVAL OF PRIOR MEETINGS’ MINUTES
Councilor Shaw made a motion and seconded by Councilor Mathews to approve the previous
meetings’ minutes.
VOTE: 6 Yeas – 0 Nays Motion Carries
Committee Reports
Building and Grounds
Councilor Huner said the committee discussed the renovation of the Elm Street school property.
They would like to restore the building and use it for community uses but the estimated cost
to renovate to a usable condition is approximately $637,000. Remodeling costs are in addition
to that. The committee determined the cost is too much to consider for that. The City would
like to finish renovating the red barn building on Linfoot St. before taking on any other projects.
The committee recommended to take no further action on this property.
The committee was approached by the Downtown Merchants Association about the placement of
directional signs to the downtown area. The committee recommended signs at (1) Shoop Ave.
and Leggett St., (2) Shoop Ave. and Linfoot St., and (3) Linfoot St. and Fulton St. Hopefully
that will be sufficient. If not, the committee will address putting up additional signs.
Mayor Dehnbostel said he likes the directional signs the City of Napoleon uses. He said the
committee might like to take a look at and consider.
Councilor Garvin made a motion and seconded by Councilor Krumm to accept the Building and
Grounds Committee report.

Department Head Reports
Keith Torbet, Police Chief
Chief Torbet said that we have started the “Step Up Enforcement Campaign” on drunk and
inebriated drivers along with the rest of the State that runs through Labor Day. We are
taking applications for the Citizens Police Academy. The class starts the Thursday
after the fair. Chief Torbet said that the Futronics lease is close to being executed.
The radio tower pieces have been delivered.
Dennis Richardson, Director of Public Service
Mr. Richardson said the
Burr Rd. project is still underway and the contractor is now working
on E. Park St. The contractor will be contacting the transportation coordinator for
the School regarding the condition of the streets. Superior and
Burr Roads should be
passable with the start of school this week. The roads and sidewalks still need to be repaired.
Mayor Dehnbostel
Mayor Dehnbostel said that Tom Hall is supervising the removal of the fire debris to the
landfill. He also said that he and Dennis Richardson have been talking with the Fulton County
Engineers about some options we can do in regards to water issues, such as putting back
the banks closer to the railroad bridge. Things that we can do ourselves that can alleviate the
spill off and get some relief.
Jon Schamp, Director of Finance
Mr. Schamp said the auditor has begun the planning portion of the 2006 audit. They will be
here for the next couple of months.
Steve Buehrer, Director of Law
Mr. Buehrer had no new reports for this meeting.
FIRST READING OF LEGISLATION OR EMERGENCY
There is no legislation presented for first reading or emergency.
SECOND READING OF LEGISLATION
Mayor Dehnbostel read out loud by title the following legislation presented for second
reading:
Revolving Loan Fund – Sterling Mechanical LLC
Resolution 2007-26 – Accepting the Recommendations of the Revolving Loan Fund Committee;
Authorizing the Mayor to Enter into an Agreement with Sterling Mechanical LLC, and its Principals
Councilor Huner made a motion and seconded by Council President Stiriz to place Resolution 2007-26
on second reading and that the second reading be passed.

Agreement with R.D. Zande to Update Zoning Code and Subdivision Rules and Regulations
Resolution 2007-27 – Authorizing the Mayor to Enter into an Agreement with R.D. Zande and
Associates, Inc. to Review and Make Recommendations for Updating the City of Wauseon’s
Zoning Code and Subdivision Rules and Regulations
Councilor Garvin made a motion and seconded by Councilor Mathews to place Resolution 2007-27
on second reading and that the second reading be passed.
Vote: 6 Yeas – 0 Nays Second Reading Passes
Recoupment of Insurance Proceeds for Removal of Fire Damaged Material
Resolution 2007-28 – Authorizing the Procedures Described in Divisions (C) and (D) of Ohio
Revised Code Section 3929.86; that a Certified Copy of this Resolution be Filed with the Ohio
Superintendent of Insurance
Councilor Krumm made a motion and seconded by Council President Stiriz to place
Resolution 2007-28 on second reading and that the second reading be passed.

Community Development Block Grant Program
Resolution 2007-29 – Authorizing the Mayor of the City of Wauseon to Sign the Necessary
Documents in Order to File an Application to the State of Ohio, to Participate in the Small Cities
Community Development Block Grant Economic Development Program
Councilor Mathews made a motion and seconded by Councilor Shaw to place Resolution 2007-29 on
second reading and that the second reading be passed.

Amend Zoning to B2 – Highway Service District – 4.338 Acres – 1195 Shoop Ave
(for office building)
Ordinance 2007-4 – Amending Codified Ordinance Chapter 1117 – Establishment of Districts
and Maps and Amending the Official Zoning Map
Council President Stiriz made a motion and seconded by Councilor Huner to place Ordinance 2007-4
on second reading and that the second reading be passed

THIRD READING OF LEGISLATION
There was no legislation presented for third reading.
APPROVAL OF BILLS
Motion made by Councilor Huner and seconded by Council President Stiriz to approve and
pay the bills as presented.

There being no further business to come before this session of the Wauseon City Council,
Mayor Dehnbostel asked for a motion to adjourn. Councilor Krumm made a motion and
seconded by Councilor Huner to adjourn this meeting at 5:20 p.m.
