WAUSEON CITY COUNCIL MEETING
And PUBLIC HEARING
Tuesday, September 4, 2007 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel.
Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.
Present were Councilor President Stiriz, Councilors Krumm, Mathews, Shaw, Huner and
Garvin to constitute a quorum for the transaction of City business.
APPROVAL OF PRIOR MEETINGS’ MINUTES
Councilor Mathews made a motion and seconded by Council President Stiriz to approve the
previous meetings’ minutes.

Community Development Block Grant
Public Hearing
Mayor Dehnbostel opened the public hearing at 5:01 p.m.
Steve Brown, Regional Planning Director, said one of the requirements of the block grant
programs is to have two public hearings. This is the second of the public hearings.
There will be an application filed with the Ohio Department of Development program.
The goal of that program is to create and retain permanent private sector jobs. Total
funds available are $6MM. The grant ceiling is $500,000 maximum for a direct
loan and $500,000 maximum for off site infrastructure improvements. This also
includes program administration. Cities and counties are eligible to apply.
They will look at Revolving Loan Fund (RLF) participation to see what the balances
are and the RLF contribution from the City of Wauseon in regards to that.
This is federal money and the federal guidelines will be adhered to by the State of Ohio.
Application timing is on-going. The fiscal year is July 1, 2007 to June 30, 2008.
Each community can apply for one grant a year. The benefit is to create jobs for 51% of
the low-to-moderate income people.
Mayor Dehnbostel closed the public hearing at 5:07 p.m.
Committee Reports
Safety and Code
Councilor Krumm said the committee talked about the two hour parking limit in the downtown
business area. We discussed raising it to three hours simply because there are a couple
doctors’ offices in the downtown area and sometimes appointments run longer. We decided
not to change this yet and to wait and see what happens when we get a lot more businesses in
downtown.
The other issue the committee discussed was a private business has attempted to control the
parking in front of their business and we talked about that and what to do about it.
Chief Torbet and Dennis Richardson have offered to talk to that business to see if anything
can be done before we take any action.
Utility
Councilor Shaw said the committee discussed selling water outside the City boundaries. A
real estate agent approached the City that there will be a parcel auctioned across the road
from the Delta waterline. This parcel may be sold as a farm or sold into three or four lots.
The committee recommended the sale of water to this parcel (11324 US 20 A). They also
recommended that all applications for selling water outside the City boundaries be reviewed
and approved on an individual basis.
The committee had a second meeting regarding the south interceptor area evaluation survey.
The committee reviewed the proposal from Arcadis to evaluate the water flow in the sewers.
The City employees will collect the information and Arcadis with analyze the data. They
will find the problem areas of overflow in the City. It will be rated good, fair or poor. The
estimated cost for this is $52,000.
Personnel
Council President Stiriz met with Chief Torbet. Part time workers are allowed to work
20 hours per week and no more than 1.040 hours per calendar year. Some of the part time
employees in the Police Department are getting close to the yearly maximum and two of them
already have 900 hours. The full time officer’s are getting quite a bit of overtime.
The committee recommended increasing the hours to 32 hours and employees who work
over 20 hours can participate in the city’s health insurance plan at their own expense.
This is recommended subject to legal review.
Streets
Councilor Mathews said the Streets Committee met to discuss the Linfoot/Shoop turn
signal improvements. There have been some complaints of people sitting through traffic
lights, trying to make a left turn at Linfoot and Shoop. The detector loops will activate
the turn signals; otherwise the turn signals won’t be activated. The meeting members
agreed that turn signals are needed. In the future we may add volume density loops
which can detect cars further back into the intersection which will allow additional seconds
for cars turning. The estimated cost for this is $9,200 and there may be an additional
cost of $1,540 if a new span wire is needed. The span wires get weakened by the movement
of the signals in the wind. Jon Schamp advised the committee that monies for this can
be either transferred from the Municipal Parking Lot or Curb Replacement lines items.
The committee recommended going ahead with this project.
Mayor Dehnbostel said he would like the monies transferred from the Municipal Parking
Lot line item. He would like to see some of the curb replacement be taken care of yet this year.
Councilor Garvin made a motion and seconded by Council President Stiriz to accept the
committees’ reports.

Department Head Reports
Steve Brown, Regional Planning Director
Mr. Brown said the majority of activity for the county is in the Wauseon area, Revolving
Loan possibilities (RLF), Community Reinvestments (CRA), tax abatements and other projects.
We are gearing up for the census in 2010. We are checking with our GIS system to see how
we can handle that.
Fred Allen, Assistant Fire Chief
Assistant Chief Allen reported that our department went down to Findlay, Ohio to assist them
after the heavy floods that took place in that area. This is part of the Ohio Emergency
Response Plan that every county is part of. The Fulton County coordinator for this is
Andy Brodbeck from Archbold. Assistant Chief Allen said he and three other firefighters
went down to assist. They took the aerial tower with them. They were at the downtown station
in Findlay on August 15, 2007 for 24 hours.
Assistant Chief Allen said that Art Call, Fire Chief, Village of Lyons, passed away and the
Wauseon Fire Department participated in the funeral procession.
We did the Fulton County Fair inspections last week and they went very well.
Keith Torbet, Police Chief
Chief Torbet said the Futronics lease and easement for the radio tower has been executed.
We are still accepting registrations for the Citizens Police Academy.
Tom Hall, Code Administrator
Mr. Hall said the sidewalk project is underway along
Burr Rd. We will also be replacing
sidewalks on Leggett, Elm, Oak, Superior.
Mr. Hall also said that the Mayor allowed him to participate with 29 other building officials
in Ohio to go down to Findlay and do a quick assessment of the damage from the flooding. We
looked at 375 structures. There were several structures that had basement walls caved in.
We concentrated on the residential properties in the flood plain. We have a statewide
response team that responds to these situations. There will be a group that will be going to the
Village of Ottawa as well.
Jon Schamp, Director of Finance
Mr. Schamp said that he distributed the financial statements for the month of August. He
also distributed the income tax revenue report.
Steve Buehrer, Director of Law
Mr. Buehrer said he will be asking for an Executive Session to update council on some pending
litigation.

Community Development Block Grant Program

Councilor Huner made a motion and seconded by Councilor Krumm to suspend the rules requiring
three readings on Resolution 2007-29 and an emergency be declared.

NEW BUSINESS
Local Government Fund
Councilor Garvin made a motion and seconded by Councilor Mathews to move that the above
named subdivision waive any hearing before the Fulton County Budget Commission regarding
apportionment of the Undivided Local Government Fund pursuant to Ohio Revised Code
Section 5757, and agree to the Fulton County Budget Commission alternate plan of apportionment
of said Local Government Fund on the basis of need and prior years apportionment, and
further agree to accept the sum of $262,353.11 for Undivided Local Government Fund as
above named subdivision’s share of Undivided Local Government Fund.

Halloween Trick or Treat
Motion made by Councilor Krumm and seconded by Council President Stiriz to schedule

Sterlina Pride
Mayor Dehnbostel said that it was announced at the Fulton County Fair this week that “Sterling
Milk Company was sold this summer to a local cooperative, Sterlina Pride Dairy Cooperative.
Community pride was instrumental in choosing a name for the new cooperative. Sterlina Pride
Dairy Cooperative is made up of area dairy farmers, former employees, business persons and
city leaders and they are planning to begin production within two months”.
Chili Cook Off
Mayor Dehnbostel announced that the Chili Cook Off is September 15, 2007 from 9:00 a.m. to
4:00 p.m.
Fireman’s Recognition Event
Councilor Huner announced that the Fireman’s Recognition Event will be held on Saturday,
September 29, 2007 beginning at 5:00 p.m. This event will be free to the public.
We will have food, music entertainment, and games for the children.
Monthly Reports
The month-to-date bank report, month-to-date fund report, month-to-date revenue report for
August, 2007 and YTD Gross Income Tax Receipts reports was distributed to council.

Motion made by Councilor Huner and seconded by Council President Stiriz to approve and pay
the bills as presented.

EXECUTIVE SESSION
Mayor Dehnbostel said he would like a motion to enter into Executive Session regarding pending and threatening litigation. Mayor Dehnbostel asked that Council, Steve Buehrer, Tom McWatters and Tom Hall be in attendance.
Councilor Krumm made a motion and seconded by Council President Stiriz to enter into Executive Session regarding pending and threatening litigation at 5:40 p.m. Vote: 6 Yeas – 0 Nays Motion Carries
Council exited out of Executive Session at 5:58 p.m.
