WAUSEON CITY COUNCIL MEETING
Monday, September 17, 2007 at 5:00 P.M.


This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel.
Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.
Present were Councilor President Stiriz, Councilors Krumm, Mathews, Huner and Garvin to
constitute a quorum for the transaction of City business. Councilor Shaw was absent.

APPROVAL OF PRIOR MEETINGS’ MINUTES

Councilor Garvin made a motion and seconded by Councilor Mathews to approve the previous
meetings’ minutes.
VOTE: 5 Yeas – 0 Nays Motion Carries

INDIVIDUALS WISHING TO ADDRESS COUNCIL AND TOPIC

Janel Reeder, - Parking on W. Park St.

Mrs. Reeder said she lives on W. Park St across from South Park. She said that “No Parking
Between 2:00 a.m. and 7:00 a.m.” signs were put up after she moved in because at that time
there was a problem with a person parking their vehicles on the street that were no longer
running. She recently has received three parking tickets for parking in front of her house.
She doesn’t do it on purpose. She parks in front of her house to deliver groceries and forgets
to move the car in the back. She is requesting that the signs be taken down and parking
allowed at all times.

Mayor Dehnbostel referred this matter to the Safety and Code committee for their
recommendation.

Department Head Reports

Steve Brown, Regional Planning Director

Mr. Brown said that his office is investigating the possibility of a downtown revitalization grant
for downtown. There appears to be enough interest for that to happen. Those grants are
usually a 50/50 match. There are also tax abatements options if someone wishes to
rehabilitate an old building.

Marv Wheeler, Fire Chief

Chief Wheeler reported that on September 25 and 26, 2007, he and some members of his
department will be attending a two day NIMS 300 Training for management and staff
people. It will be held here in the department. Then we will be scheduling NIMS 400 training.

Chief Wheeler said he attended an Asbestos School last week.

Chief Wheeler also reported that the Wauseon Fire Department will be the recipient of
the “Extra Mile Award” at the Annual Appreciation Gala put on by the Wauseon Chamber of
Commerce.



Tom Hall, Code Administrator

Mr. Hall said that he attended the Asbestos School along with Chief Wheeler last week. He
reported that there are currently 997 people in the United States certified in addition to
the new certifications from last week’s training which will include himself and Chief Wheeler.

Mr. Hall said that it looks like we will be getting funding for the Rotary Trailhead project.
We received $81,032 for the 2010 build year. It will be an 80/20 match. We have to
come up with the 20%. This will be for the restroom and parking lot at Rotary Park for
a trailhead at the Wabash. This will be an area where the Police Department will be able
to work with children on bike safety.

Tom McWatters, Assistant Director of Law

Mr. McWatters said he had no new reports for this meeting.

FIRST READING OF LEGISLATION OR EMERGENCY

Mayor Dehnbostel read out loud by title the following legislation presented for first reading:

Accepting Amounts and Rates by the Budget Commission

Resolution 2007-33 – Accepting the Amounts and Rates as Determined by the Budget Commission
and Authorizing the Necessary Tax Levies and Certifying them to the County Auditor and Declaring
an Emergency

Councilor Krumm made a motion and seconded by Councilor Garvin to suspend the rules for three
readings on Resolution 2007-33 and declaring an emergency.
Vote: 5 Yeas – 0 Nays Motion Carries

Councilor Huner made a motion and seconded by Council President Stiriz to place Resolution
2007-33 on final passage whereas an emergency was declared.
Vote: 5 Yeas – 0 Nays Resolution 2007-33 Passes and is in Effect

Revolving Loan Fund – Nebraska Industries Corporation

Resolution 2007-34 – Accepting the Recommendations of the Revolving Loan Fund Committee;
Authorizing the Mayor to Enter into an Agreement with Nebraska Industries Corporation and
its Principals

Councilor Huner made a motion and seconded by Councilor Mathews to place Resolution 2007-34
on first reading and that the first reading be passed.
Vote: 5 Yeas – 0 Nays First Reading Passes




Revolving Loan Fund – Joshua Garvin

Resolution 2007-35 – Accepting the Recommendations of the Revolving Loan Fund Committee;
Authorizing the Mayor to Enter into an Agreement with Joshua Garvin

Councilor Huner made a motion and seconded by Council President Stiriz to place Resolution 2007-35
on first reading and that the first reading be passed.
Vote: 5 Yeas – 0 Nays Motion Carries

Councilor Mathews and seconded by Council President to place Resolution 2007-32 on final passage.
Vote: 5 Yeas – 0 Nays Resolution 2007-35 Passes and is in Effect in 30 Days

Define Part-Time Employees Hours as 32 Hours or Less Per Week
and Part-Time Employees may Enroll in
City’s Health Insurance at own Expense

Ordinance 2007-05 – Amending Section 147.08 of the Codified Ordinances of the City of Wauseon

Council President Stiriz made a motion and seconded by Councilor Huner to place Ordinance 2007-05
on first reading and that the first reading be passed.
Vote: 5 Yeas – 0 Nays First Reading Passes

SECOND READING OF LEGISLATION

There was no legislation presented for second reading.

THIRD READING OF LEGISLATION

Mayor Dehnbostel read out loud by title the following legislation presented for third reading.


NEW BUSINESS

Accept Phase III Arrowhead Trail Subdivision, Apache Street Extension (Lots 66-80)

Councilor Garvin made a motion and seconded by Councilor Mathews to accept the infrastructure
and street improvements of Phase III, Arrowhead Trail Subdivision, Apache Street extension,
Lots 66-80
Vote: 5 Yeas – 0 Nays Motion Carries


Chili Cook-Off – (September 15, 2007)

Councilor Mathews thanked, on behalf of Council, the Mayor and the Chili Cook-Off Committee for
another wonderful job. It was a great event and a good turn-out and we wanted to pay special
recognition for that.

Mayor Dehnbostel added that we could not have done this if it weren’t for the vendors, the
contestants, entertainment; and an awful lot of people were part of this to make it a success.

APPROVAL OF BILLS

Motion made by Councilor Huner and seconded by Council President Stiriz to approve and pay
the bills as presented.
VOTE: 5 Yeas - 0 Nays Motion Carries


ADJOURNMENT

There being no further business to come before this session of the Wauseon City Council,
Mayor Dehnbostel asked for a motion to adjourn. Councilor Krumm made a motion and
seconded by Councilor Mathews to adjourn this meeting at 5:20 p.m.
Vote: 5 Yeas – 0 Nays Motion Carries
