WAUSEON CITY COUNCIL MEETING
Monday, March 13, 2008 at 8:00 A.M.
This meeting of the Wauseon City Council was called to order at 8:00 a.m. by Council President Shaw. Mayor Dehnbostel was absent. Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council. Present were Council President Shaw, Councilors Krumm, Mathews, Stiriz, Chamberlin and Huner to constitute a quorum for the transaction of City business.
APPROVAL OF PRIOR MEETINGS' MINUTES
Councilor Chamberlin said that he would like the minutes amended in the matter of the Wauseon Senior Village project (eastside of Glenwood Avenue between Banister and Wagner Drives) to reflect his concern that they are building in such close proximity to the Dorothy Biddle Park.
Councilor Chamberlin made a motion and seconded by Councilor Mathews to approve the previous meetings’ minutes as amended.

Committee Reports
Utility Committee
Councilor Stiriz reported that the committee met and discussed sprinkler systems. The City charges a fee for sprinkler systems and the charges are not the same because some businesses have the line that goes into their building and other businesses only have the sprinkler heads. The committee recommended that the best way would be to charge the building owner and then the building owner can determine the individual costs amongst the stores that he rents out. This would begin in 2009 so that way it gives enough time to notify and implement the changes.
The committee also discussed the upcoming PUCO public hearing about the Toledo Edison rates. We did go to the public hearing and there was a very good turnout.
Park Board
Councilor Huner reported that the Park Board met on Tuesday, March 11, 2008. The gas bills at the Homecoming Park Pavilion are quite high. There was discussion on different options on how to lower that. The Board was given minutes of the Building and Grounds committee’s meeting with the School Board regarding the Harmon Field.
The committee discussed the renovation of the tennis courts. We are looking at options. The repair plan would cost $120,000 and total reconstruction would cost $240,000. The Board has decided to keep the tennis courts at their current location.
Tree Commission
Councilor Mathews said that the Tree Commission met March 12, 2008. They discussed the activities related to Arbor Day next month. The Memorial Tree Program is really catching on. We are starting to get a number of calls. We sold at least ten and probably will double that. Our plan is to have these trees in the ground by Arbor Day along the Bike Trail just east of Rotary Pond and toward Shoop Ave. We will get the bricks in the ground with the inscriptions and invite all the people to come that day for a presentation.
The four corner project that is at the corners of the Fulton St. railroad crossing will be a Boy Scout project. Keith Kuntz is coordinating this. The Chamber of Commerce corner is already done but there are the other three corners to do. It should be very nice.
We discussed another wood carving from Mrs. Frey’s elm tree. We plan to get another carving done and offer it to the new middle school. If they don’t want it, we may not have another wood carving done. We will see how that goes.
Tree City USA will be in Wapakoneta, OH on April 16, 2008.
Councilor Krumm made a motion and seconded by Councilor Stiriz to approve the committees’ reports.

Department Head Reports
Marv Wheeler, Fire Chief
Chief Wheeler said that he and others from the department attended the Fire School at Bowling Green State University on March 8, 2008. He also attended the Ohio Fire Chiefs’ Winter Symposium in Columbus this past week. He was able to have discussion and meet with state legislators about current and proposed legislation. There was also discussion about the Cellular 911 fee. This fee is for the continual upgrade of the 911 GPS tracking of cell phone 911 calls. We are working on hoping to keep that fee rather than it stop at the end of the year. There was a lot of good response to that.
Another Rapid Intervention Class is being scheduled next month. We are continually working on implementing our equipment and protocol for this.
Brad Weber, Assistant Police Chief
Assistant Weber had no reports for this meeting.
Dennis Richardson, Director of Public Service
Mr. Richardson said he is working on the legislation per the recommendations of the Utility Committee regarding the sprinkler heads. It will be presented at the next meeting.
Jon Schamp, Director of Finance
Mr. Schamp said he is still trying to implement the new health insurance policy with paperwork regarding the new deductibles. There is additional record keeping but worth the savings to the City. The City’s dental insurance proposed a 30% increase so we are having an employee enrollment to switch over to Principle Insurance. Our dental and life insurance plans renewal goes from April to April each year.
Thomas McWatters III, Assistant Director of Law
Mr. McWatters said he is working on the sprinkler head legislation. He is also working on an easement for a Toledo Edison property. There is a ditch that runs east to west north of the railroad tracks (adjacent to the Edison Maintenance Depot) that we want to get the ditch cleaned out. Mr. McWatters also gave an update on the clean-up for River City Polymers.

Fees for Building Construction
Ordinance 2008-4 – Amending Section 1301.10(a) of the Codified Ordinances of the City of Wauseon
Councilor Stiriz made a motion and seconded by Councilor Huner to place Ordinance 2008-4 on second reading and that the second reading be passed.
Vote: 6 Yeas – 0 Nays Second Reading Passes
THIRD READING OF LEGISLATION
Council President Shaw read out loud by title the following legislation presented for third reading.
Advertise for Bids- Street Resurfacing
Resolution 2008-4 – Authorizing the Mayor to Advertise for Bids for Street Resurfacing; Authorizing the Mayor to Accept the Lowest and Best Bid and Authorizing the Mayor to Enter into a Contract with the Lowest and Best Bidder
Councilor Krumm made a motion and seconded by Councilor Chamberlin to place Resolution 2008-4 on third reading and that the third reading be passed.
Vote: 6 Yeas – 0 Nays Resolution 2008-4 Passes and is in Effect in 30 Days – April 12, 2008
NEW BUSINESS
Tax Incentive Review Council
Councilor Krumm made a motion and seconded by Councilor Mathews to approve the recommendations of the Tax Incentive Review Council recommendations (as presented in the Tax Incentive Review Council meeting minutes of March 4, 2008) to accept the four active agreements currently in place.
Vote: 5 Yeas – 1 Abstain (Stiriz) Motion Carries
APPROVAL OF BILLS
Motion made by Councilor Huner and seconded by Councilor Stiriz to approve and pay the bills as presented.
VOTE: 6 Yeas - 0 Nays Motion Carries

There being no further business to come before this session of the Wauseon City Council, Council President Shaw asked for a motion to adjourn. Councilor Krumm made a motion and seconded by Councilor Huner to adjourn this meeting at 8:20 a.m.
